10070 - CCLR s.11(4) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): Licensing observed the facility to have 9 children in care today, which is more than the maximum capacity of the facility.
Corrective action. Ensure that the maximum capacity is not exceeded.

Observation. Licensing observed that although a staff said the outdoor play area is inspected by the facility on a daily basis before children use the space, the facility was not able to provide a daily checklist log for outdoors.

Observation. During the inspection a staff communicated to Licensing that the water and food need to be replenished with new items in the emergency supplies bag.
Corrective action. Ensure that there are sufficient items for children and that this is replenished in case of an emergency.

Corrective action. Ensure to choose a material to cover the sandbox that will not easily get wet.

Observation. Licensing observed that the facility manager's name is not displayed on-site.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Corrective action. Ensure to post the staff's certificate in a prominent place in the facility, and remove former employee's certificates.

Observation. Licensing observed the following: - The fire extinguisher is due for service, as it has a service date of 2024-07-25. - Upon talking to a staff, Licensing discovered that the children's emergency information are not being taken outside by staff while with children. Corrective action. Ensure that the fire extinguisher is serviced, and that children's emergency information are taken outside by staff while with children in case of an emergency.

Observation. During the inspection, Licensing asked a staff for the daily attendance record. The facility was not able to show any attendance records to Licensing, and a staff said that it has not been completed for some time. Today, 7 children were observed to be present at the facility, and none were signed in. Corrective action. An attendance record of children is required, and must show children's daily time of arrival, departure and any children who are absent.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Repeat violation from FIR #CGEE-AFANBF (01/Nov/2016). 1 ECE was caring for 4 children. It is the facility's practice for the ITE to leave once ≤ 4 children remain.
Corrective action. The correct ratio for GCC (< 36m) @ all times is: - 1 ITE : ≤ 4 children - 1 ITE & 1 ECE : 5-8 children
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Corrective action. Emergency drills must be documented upon completion.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. The last minor incident log entry was from Dec/2021. Since then, employees have been texting or verbally informing parents of minor incidents.
Corrective action. A physical log must be maintained. If employees delete their messaging history w/ parents or lose/change their iphones, their communication w/ parents will be lost. Also, if employees are terminated or seek employment elsewhere, the licensee will no longer have access to that communication.

Corrective action. Parental consent to contact 911 is required when children are taken offsite.

Corrective action. The sandbox must be covered when not in use, to prevent animals, pests, & water. The licensee explained that she would purchase a new tarp.

Observation. Licensing could not inspect facility's emergency supplies as they were not on site. Upon discussion with the staff, it was noted that the supplies were kept in the manager's car. The manger or their car were not present during inspection.
