    Observation. Licensing observed heated water in the children's bathroom to exceed 49 degrees Celsius.

    Observation. A care plan is not available for one child in need of life saving medication. Staff inform that the written care plan was removed when the child went to another program, and likely have not returned to Pacific Spirit.

    Observation. Licensing observed one child to be missing medical practitioner information, and medical insurance information.

    Observation. A staffing list is unavailable for this program as there is no regular staff hired. Auxiliary staff have been staffed in the program dependant on availability, with the support of regular staff from the 3-5 program. Regular staff from the 3-5 program will go pick up the children at school.

    Observation. Emergency drill was conducted in October 2023 as a part of the UBC wide practice. Manager informs that fire drills have not been conducted since the absence of a regular staff since February.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. *During today's visit, CCFL observed 3 boulders hidden from view buried just under the surface in the large sand pit. This creates the possibility of a head or other injury should children or staff playing in this area be unaware of the position of these boulders. *The sand pit is very full and overflowing which staff say is creating concerns with slippery wooden walking platforms and log balancing surfaces that must be navigated throughout the play area. *A large string of of lights was observed to be within reach of children - loosely looped over the top of the fence between the 3-5 and OSC outdoor play yards. *During today's visit, it was quite hot and windy which caused much of the excess sand in the sand pit to start wildly blowing around. Children were observed to be covering their eyes and squinting in an effort to keep the sand out of their eyes.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. *CCFL observed the couch was torn and stained. This item is no longer in good repair or easy to clean. *The rubber trim is coming off of the small carpet by the couch.

    Observation. *The wooden shell and cover for the water table in the main out of school care play room has been exposed to moisture to the degree that the wood has swelled with what appears to be black mould. This item is no longer safe or easy to clean.

    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. *Licensing observed an Educator's personal belongings (a purse) left on a chair in the out of school care main play room. Personal belongings may contain hazardous items such as medications. *The spray cleaners were accessible to children on a low shelf in the out of school care main play room.

  • PHYSICAL, EQUIPMENT AND FURNISHING / Play Area, Materials and EquipmentNon-critical

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. *Most of the wooden logs observed in the outdoor play yard are completely deteriorated and are no longer in good repair. *The Manager informed Licensing that the retaining wall has been repaired however the steps leading from the top of the wall to the gate have not yet been replaced causing a trip and fall hazard. *The 2 metal digger toys in the sandbox have loose or missing bolts. These items no longer work and are not in good repair.
