A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The fridge temperature was observed at 5 degrees Celsius.
Corrective action. The fridge temperature will be lowered to 4 degrees Celsius.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following were observed; - a sleeping mat ripped in several areas exposing the foam underlay - two gates that lead into two different playgrounds are rusted all over
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. The following are accessible to children; - bucket with children's sunscreen lotions and sprays on a counter in the group child care (30 months to SA) program - a child's emergency medication in their backpack in the GCC (30 months to SA) program - a cleaning solution bottle in an unlocked bathroom cupboard in the group child care (under 36 months) program - a stapler, adult scissors and batteries in an unlocked drawer in the GCC( under 36 months) classroom
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11200 - CCLR s.17 - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. A child's bedding sheet with several brown stains on it
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
15030 - CCLR s.46(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Two staff certificates not posted anywhere within the community care facility.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
10070 - CCLR s.11(4) - NUTRITION AND FOOD SERVICES
A licensee must ensure that children are not (c) left unsupervised while consuming food or drink.
Observation. A child was eating and left unsupervised for over 5 minutes. A staff was in an area of the room where supervision was not possible and had their back towards the child.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
17100 - CCLR s.48(4)(c) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Licensing was unable to review one staff's file as it was not available at the facility nor was a checklist available to confirm that all required documents have been obtained for the staff.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
19320 - CCLR s.59(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the month of April 2026 the following were observed; - 3 days children's time of departure not recovered - children not identified as absent
Corrective action. Staff will ensure that attendance records are accurate on a daily basis.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation. Couple of the staff in the group child care (30 months to SA) program did not know where the emergency supplies were located.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
12180 - CCLR s.22(2)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. A record of the person's work history was not obtained for two employees.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
12060 - CCLR s.19(1)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Character references have not been obtained for two staff.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Criminal record checks have not been obtained for two employees.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for two employees.

11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following in the rooftop playground; - there are some cracks with small pieces of the wood sticking out of the natural wood climbing structure - the blue rubber turf in one area is ripped
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed several of the children's bedding touching one another, in a closet in the group child care (under 36 months). Potential for cross contamination and spreading of germs.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
15030 - CCLR s.46(1) - LICENSING
When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.
Observation. Licensing observed at one entrance a decal beside the door advertised as Preschool. Preschool is not a care program offered at the facility. Discussed with the Manager that advertising of the facility has to depict the care programs that are being offered.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
10060 - CCLR s.11(3) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): Manager's name not posted. There were two names however, it did not clarify who the Manager for the facility is. Licensing discussed the intent of this regulation.
Corrective action. The Manager wrote on a sticky note the Manager and the Manager's name beside it.
10050 - CCLR s.11(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. One staff's certificate was not posted. This is a repeat contravention.
Corrective action. The Manager will print off the staff's certificate and post it alongside the other certificates.
10070 - CCLR s.11(4) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the month of April 2025 Licensing observed the following - each day children that were not present were not identified as absent - three days that children's time of departure was not identified.
Corrective action. The Manager will ensure that the attendance records are accurate on a daily basis.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. Upon a discussed with the staff Licensing, determined that the staff are not taking the emergency supply bag with a with them when the emergency drill is practiced. Licensing discussed the importance of ensuring that the emergency drill is practiced properly which in includes taking the supplies with them. Provided suggestions on how to make the bag less heavy and easily accessible for the staff.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
12200 - CCLR s.22(2)(c) - STAFFING
A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation. Upon a random review of four staff records, Licensing observed that one staff's Criminal Record Check is not current and has expired.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following; -The wooden climbing structure in the upper, group child care (30 mnths to SA), outdoor play area has several areas where the wood has chipped off. Potential for a child to cut themselves as it is sharp. - The rubber turf resilient surfacing in the outdoor play area has lifted and ripped/cracked in several areas. - Foam triangle climbing structure, two foam foldable mats and two couches in the group child care (under 36 mnths) that are ripped in several areas. Licensing discussed effective cleaning and sanitizing of these items if ripped.
Corrective action. The ripped items will be removed and will be getting new furniture.
11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed the following; - Three blankets on top of one another in the group child care (under 36 mnths) nap room cupboard. - Many of the children's blankets touching one another while stored in the group child care (30 mnths to SA) nap room cupboard. Licensing discussed the importance of storing children's blankets and other personal items separately to mitigate the spreading of germs and cross contamination.
Corrective action. Manager to submit a corrective action plan to Licensing.
15030 - CCLR s.46(1) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Licensing observed that the Manager's name is not posted anywhere within the community care facility.
Corrective action. The Manager will post their name on the parent board by the entrance.
10050 - CCLR s.11(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the month of April 2024, Licensing observed the following; - Six days children's time of departure was not recorded. - Two days children's time of arrival was not recorded. - One day a child was not identified as absent. Licensing discussed the importance of ensuring that attendance records are accurate daily as it is part of active supervision.
Corrective action. Will ensure that attendance records are accurate on a daily basis.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation. Upon a review of four staff records, Licensing observed that one staff's certificate or a copy of the certificate was not obtained. The Manager said that it was obtained however, did not have a copy of it nor was it posted anywhere within the community care facility for Licensing to review.
Corrective action. The Manager will ask the supervisor to provide the staff's certificate and will then post it alongside the other staff's certificates.
