A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The food and water in the emergency bag expired in 2020, 2021, or 2022. There is currently soup mix available with no expiration date, however, the water to use while cooking was expired and the equipment to cook the soup was not present.
Corrective action. Ensure that the materials to respond to and recover from an emergency are available.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation. Care plan not developed in consultation with the parent or any person requested by the parent.
Corrective action. Ensure that a care plan is developed for each child requiring one.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Upon arrival to the program the floor in the room was visibly dirty with food scraps, and tissue on the floor.
Corrective action. Ensure that the community care facility is clean and in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. A container of liquid Lysol was accessible to children on the bathroom counter.
Corrective action. Ensure that any hazardous object or substance is not accessible to children.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation. The staff was on the playground away from the classroom with no access to the first aid kit if needed.
Corrective action. Ensure that staff have a first aid kit readily accessible.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. 1 of 2 Manager names were posted.
Corrective action. Ensure that the name of the Manager is posted.

A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation. The staff walked to the classroom with 1 child while 3 were on the playground away from the classroom and 2 were at the furthest edge of the facility property.
Corrective action. Ensure that children are supervised at all times.

Observation. The food in the emergency kit was expired in 2019 and 2020.
Corrective action. Ensure that the food to respond to and recover from an emergency is not expired.

Observation. A review of the attendance records for September showed 1 day children did not have time of departure.
Corrective action. Ensure that time of arrival and departure is recorded daily

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation. 2 of 3 employee files reviewed did not contain evidence of the person's training.
Corrective action. Ensure that each employee has evidence of training.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation. The last recorded fire drill was November 2020. The staff member on site stated that a fire drill was not conducted in December. The staff member also stated that a drill was conducted in January but it was not recorded.
Corrective action. Practise and document fire drills monthly.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. The last time the staff practiced implementing the emergency plan was January 2019.
Corrective action. Ensure that each employee practices implementing the emergency plan yearly.

Observation. There is a child registered in the program with medication on site. There is no care plan in place to guide staff in the event the child requires the medication.
Corrective action. Create a care plan in consultation with the family that identifies the course of action for staff in the event that the child requires the medication to be administered.
