A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Two fridges measured under 4°C. There are several walls with chipped paint and are visibly dirty in some classrooms.
Corrective action. The manager will arrange maintenance to address these items.

A licensee must ensure that each piece of furniture or equipment for sleeping (b) is clean and comfortable.
Observation. Several play pens in the nap room had additional mattresses in the play pens which does not follow the manufactures guidelines. Two damaged cots were also observed in a nap room. The LO reviewed these items in depth at the time of the inspection.
Corrective action. Ensure equipment used for sleeping is clean and comfortable and following the manufactures guidelines.
11110 - CCLR s.15(2)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following hazards were observed at the time of the inspection; - classroom table damaged which results in ineffective cleaning practices - chipped picnic table on the outdoor playground posing a risk to children using the equipment - garbage and debris on both outdoor playgrounds - wear and tear of the walls, shelves and cabinets within the facility - fish tank accessible to the children observed to needing cleaned or top covered - kettle in the kitchen accessible to the children - resilient surfacing under the 3-5 climber not sufficient to protect children in the event of a fall - foliage on the outdoor play are accessible to children poses a hazard The LO reviewed these items in depth at the time of the inspection.
Corrective action. Ensure a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - NUTRITION AND FOOD SERVICES
A licensee must (b) promote healthy eating and nutritional habits.
Observation. One program observed with perishable food items stored on a counter. LO reviewed effective perishable food storage practices at the time of the inspection. Sanitizing of tables reviewed to not be effective. The LO reviewed more effective practices at the time of the inspection.
Corrective action. Ensure healthy and nutritional eating habits are promoted and maintained.
17020 - CCLR s.48(1)(b) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Infant/Toddler Ratio - Staff to Child ratio not maintained. (IT/ECE/ASST) Additionally staff documented to be working in the 3 to 5 program not qualified.
Corrective action. Ensure the staff to child ratio is no less than that permitted in Schedule E.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Five children's files were reviewed and one child did not have evidence of immunization status available.
Corrective action. Ensure all children's files are complete including immunization status.
19070 - CCLR s.57(2)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Six staff files were reviewed and three staff did not have evidence of reference being checked.
Corrective action. Ensure all staff files are complete including references being checked.
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation. Criminal Record Check is not current (expired) for one or more employees. Additionally one staff working at the facility does not have a complete employee file available.
Corrective action. Ensure each employee has a full staff file including Criminal Record Checks.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. the door to the 3-5 room has peeling paint on it the manager has stated they will cover the area until they can get it fixed at time of inspection. there is a crack in the linoleum in the front entrance area, the manager will fix it as soon as possible , the blue chair in the infant room is not cleanable as the material is not intact
Corrective action. please ensure the above noted areas are addressed

A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation. An area of the fence between the two playgrounds was observed to be missing a wooden panel posing a potential risk of entrapment to the children playing in the area.
Corrective action. Ensure the entire outdoor play area is enclosed in a manner that is suitable for the age and development of the children in care.

Observation. The facility outdoor play area fence and gate has been replaced and corrected. Their are however area's on the grass turf pathway that are not secured which poses a tripping hazard to children playing in the area.
Corrective action. Ensure the facility, fixtures and equipmnet is in good repair at all times.

Observation. The facility outdoor fence and gate has yet to be corrected. Some delays in supplies which has effected the community has delayed this correction. The grass turf installed on the playground has several areas not secured posing a tripping hazard to children playing in the area. LO reviewed these items with the manager during the inspection.
Corrective action. Ensure the facility, fixtures and equipment is in good repairs at all times.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. Garbage and equipment was observed blocking and emergency exit on the outdoor play area. LO reviewed this item with the manager during the inspection.
Corrective action. Ensure exits are not blocked by equipment, furniture or supplies.
11090 - CCLR s.15(1)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following were observed a potential hazards during the inspection. The LO reviewed all of these items with the manager during the inspection. Indoor items - several tables in the facility with exposed surfaces reducing the potential for sanitizing effectively - pest preventative measures in place inside the facility requires follow-up and daily maintenance - calking around the sinks in the infant toddler bathroom requires replacement Outdoor items - outdoor play area sandboxes not effectively covered when not in use - overgrown foliage with prickles on one of the playgrounds at the children's height - broken fence gate and panel between the two playgrounds - a string of lights installed under the climbing apparatus is broken and located in an area where children play posing a hazard - turf installed on the play ground is coming lose posing a tripping hazard - broken toys and equipment stored in the outdoor area and assessable to the children - some garbage and debris stored on the outdoor play area's This category is a repeat contravention.
Corrective action. Ensure the facility furniture, fixtures and equipment is clean and in good repair at all times.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Garden fertilizer is being stored in the shed on the infant toddler playground. The shed door was broken and could not close properly posing a risk to the children who use this space. LO reviewed this item during the inspection.
Corrective action. Ensure objects or substances that may be hazardous to the health or safety of a child are not accessible.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Several areas of wear and tear were identified during the inspection that could pose a risk to the children in care. These items include; - chipped paint with exposed dry wall in several classrooms - dirty and damaged carpets - damaged linoleum flooring in classrooms and bathroom - broken shed door on the infant toddler playground - classroom cabinet doors unable to close securely and worn surfaces making it difficult to clean LO reviewed these items with staff and the facility administrator during the inspection who relayed that a plan for maintenance is being reviewed.
Corrective action. Ensure furniture, equipment and fixtures are clean and in good repair.
11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene. Observation (CORRECTED DURING INSPECTION): Children and staff use cotton clothes to dry their hands after washing their hands in the facility. LO discussed this practice and the potential hazards for continuing with this system at this time. Facial tissue was available in the facility to dry hands and the facility administrator relayed that disposable paper towels would be used going forward. Cleaning surfaces with disposable paper towels instead of reusable clothes was also reviewed during the inspection.
Corrective action. Ensure health and hygiene practices are maintained at all times.
