  A licensee must ensure that each piece of furniture or equipment for sleeping (b) is clean and comfortable.

  Observation. Nap equipment in one program shows signed of wear and tear and lacks comfort. The LO reviewed this equipment in depth with the manager during the inspection.

  Corrective action. Ensure equipment for sleeping is clean and comfortable.

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

  Observation. Two first aide kits on site had medicinal products stored within the kits to use on children.

  Corrective action. Ensure hazardous substances are not accessible to children.

  A licensee must (b) promote healthy eating and nutritional habits.

  Observation. Two fridges within the facility did no have thermometers located in them. Additionally food brought from home not stored effectively. The LO reviewed these items in depth with the manager at the time of the inspection.

  Corrective action. Ensure healthy eating practices are maintained.

  17020 - CCLR s.48(1)(b)

• Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. There was insufficient staffing ratio in nap rooms at nap time and, additionally, three programs did not have the required staffing qualifications in place.

  Corrective action. Ensure the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. 30 months to school age nap mats are torn exposing foam. Exposed foam is can not be effectively sanitized.

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): A kitchen space which was accessible to children during free play had cleaning products on the counter and under the sink in an accessible cupboard.

  Corrective action. LO and staff discussed access based risk. Staff made hazardous items inaccessible while Licensing was on site.

• HYGIENE AND COMMUNICABLE DISEASE

  A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

  Observation. Two staff were observed not washing their own hands or the children's hands after diaper change which was right before meal time. Additionally, one staff was observed not changing their gloves between children's diaper changes.

  Corrective action. Licensing, Manager and staff discussed hand hygiene protocols.

• POLICIES AND PROCEDURES

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. Manager confirmed that the facility does not have enough emergency supplies to support all children in responding to and recovering from any emergency. Manager explained that families provide emergency supplies for their own children and some had not brought kits in. Manager could not demonstrate that there was a system to track which children did not have emergency supplies.

  Corrective action. Manager said that emergency supplies will be acquired to support all enrolled children in preparing for, mitigating and recovering from any emergency.

  13020 - CCLR s.22(1)(b)
• RECORDS AND REPORTING

  A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

  Observation. Several care plans did not include the course of action recommended by health care professionals for children requiring additional support.

  Corrective action. Manager explained that the information they had is reflected on the care plans. Licensing discussed working with parents to complete course of action to include staff action during and after an emergency that may require implementation of care plan.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

  Observation. 1 of 5 employee files did not contain a certificate verification.

  12140 - CCLR s.19(4)(a)

• A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.

  Observation. A child participated in an activity despite consent not being provided by parents.

  Corrective action. A process has been established to obtain consent before the start of enrollment.

  Observation. Licensing inspected 4 staff files and noted that 2 were missing evidence of certificate validation.

  Corrective action. Ensure staff files are complete.

  Observation. Licensing observed the following: - concrete benches in the 'group - under 36 month' outdoor space at children's height, without a protective corner surface, posing a risk if a child were to fall onto the edge or corner of the benches - hazards under the sink in an unlatched bathroom cabinet and in one unlatched classroom cabinet; includng bleach and baby oil which could pose a risk if a child were to ingest - a few uncovered electrical outlets, within the reach of children

  Corrective action. Ensure to maintain a healthy and safe environment at all times.

  Observation. Licensing observed areas of wear and tear on walls thoughout the facility, including areas of exposed gyprock.

  Observation. A child is in care in a group that is not within their age range, as permitted by Schedule E. The manager has applied for a temporary retention; however, the application was not submitted prior to the child's birthdate.

  Corrective action. Ensure that children are grouped according to Schedule E. Licensing will review the application and provide a response.

  Observation. The manager explained that the emergency plan has not been practiced.

  Observation. The facility has a care plan for a child with an allergy; however, the care plan does not include sufficient information regarding the course of action.

  Corrective action. Ensure to obtain the course of action recommended for each child with a care plan.

  Observation. The manager was not able to produce a current record of each person to whom the written repayment agreement was delivered.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Of the four staff files reviewed, one did not include immunization status..

  Corrective action. Ensure to obtain immunization status for all staff.
