- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the two carpets in both programs that have stains on them and are dirty.
Corrective action. The Licensee will get the carpets cleaned.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed many areas of the outdoor metal climber and slide where the paint has chipped.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Licensing measured the water temperature in the bathroom at 51 degrees Celsius.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11230 - CCLR s.47 - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed that there are no paper towels in both bathrooms for children to dry their hands with. The Licensee said that children clog the toilet if paper towels are left in the bathroom so they are kept inside the classroom. Licensing discussed the importance of having paper towels in the bathroom for children to use and systems to put in place to mitigate children throwing them into the toilet and clogging it.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
15030 - CCLR s.46(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that the fire drill was not recorded for the month of August 2025. The Licensee stated that a fire drill was implemented but forgot to record it.
Corrective action. The Licensee will ensure that all drills are recorded.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the month of August and September 2025 Licensing observed the following; - one day a child's time of arrival was not identified - children are not identified as absent Licensing reviewed this regulation with the Licensee and provided clarification on how to complete the attendance records accurately.
Corrective action. The Licensee will ensure that the attendance records are accurate on a daily basis.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Upon a request to review two children's records, the Licensee had difficulty locating it. The children's records were not in the area that all records are kept. Licensing discussed storing all facility records in a single place in the community care facility for easy access.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
19320 - CCLR s.59(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. Upon a random review of three children's records, Licensing observed that one child's photograph or digital image was not obtained. Licensing discussed having a system in place to ensure that all children's records are complete.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
19160 - CCLR s.57(2)(i) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Upon a review of two staff files, Licensing observed that one staff's criminal record check has not been obtained.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

- HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing was informed that three jugs are used to store water for the emergency bag, the water is changed every Monday each week. However the jugs are dirty, sticky and discoloured making them unsanitary. Discussed ways to make them sanitary.
Corrective action. A written response to be submitted to Licensing on how this contravention will be addressed
15030 - CCLR s.46(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Licensing observed a responsible adult (RA) working with the children. The Manager informed Licensing that the early childhood educator was sick. Licensing discussed the absent employee section and exemption requests.
Corrective action. A written response to be submitted to Licensing on how this contravention will be addressed.
14030 - CCLR s.34(2)(b) - STAFFING
A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation. Licensing observed a staff's Criminal Record Check is not current (expired). This staff who drives the children to and from school.
Corrective action. A written response to be submitted to Licensing on how this contravention will be addressed.

Observation. Tall shelf on the GCC 3-5 side which is not attached to the wall and can act as a tipping hazard
Corrective action. Please ensure a healthy and safe environment.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
If a person prepays part of the cost of services provided by a class of community care facilities designated by the Lieutenant Governor in Council, the licensee must, at the time of the prepayment, deliver to the person a written statement setting out the terms and conditions on which a refund of all or any of the prepayment will be made.
Observation. The Licensee did not provide a written statement outlining the terms and conditions of refund to a person at the time of prepayment.
Corrective action. Please ensure a repayment agreement is available and provided to parents upon registration. Handout provided.
13080 - CCALA s.19 - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Staff recently renewed their ECE Certificate and the most current Certificate has not been validated.
Corrective action. Please ensure staff certificates are validated and proof of validation is provided in order to confirm compliance.

Observation. One staff has an expired criminal record check. Licensee stated that they had applied for the criminal record check 3 months ago but have not yet received the results. Please note that the staff cannot work alone with the children until a valid criminal record check is obtained.
