    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. LO observed and discussed the following with the Manager: - Fridge temperature measured 10 degree Celsius - No sufficient woodchips (protective surfacing) in the playground

    Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

    Observation. LO observed and discussed the following with the Manager: - building materials, e.g. paint, metal rods, wood slats were stored in the pocket washroom (open) and hallway accessible to the children.

    Corrective action. Ensure that children have no access to any hazardous objects or substances.

    Observation. Staff did not encourage or instruct children to wash hands as a part of toileting routine.

    Observation. LO observed and discussed the following with the Manager: - A child was found unattended/ unsupervised in the nap room. - During meal time, continuos supervision was not provided to a group of children who were eating.

    Corrective action. Ensure that children are supervised at all times while they are in care.

    A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

    Observation. LO observed and discussed with the Manager: A drop side crib is available and used in the nap room. Drop side cribs are not longer allowed to be used. LO discussed about using an alternative sleeping equipment effective today. The Manager stated that a mat will be used instead.

    Corrective action. Ensure that any equipment available to children are safely constructed and free from hazard.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

    Observation. The following items were identified on the outdoor play area; - storage of a few broken toys and equipment - small amounts of garbage and debris - the slide structure has some loose panels on the back - the slide structure seems wobbly which could pose a potential hazard to the children in care The Manager relayed that she will make the slide structure inaccessible until it is corrected.

    Corrective action. Ensure all indoor and outdoor play equipment is constructed safely and free form hazards.

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

    Observation. In the facility a cabinet that houses a hazardous substance was not locked and additionally had a broken hinge. The manager removed the hazardous substance during the inspection.

    Corrective action. Ensure any object that may be hazardous to the health and safety of the children in care is inaccessible at all times.

  • OR SUPERVISION

    Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): There were two staff were working in the Infant Program when the Licensing Officer arrived. Neither of these two staff had their Infant Toddler Certificates. The manager relayed that the one staff that was Infant Toddler qualified was out of the building and on break resulting in no Infant Toddler staff on site. The LO reviewed the staff to child ratio with the manager during the inspection. During the inspection the staff returned from break putting the facility back into compliance. The LO has requested an updated staffing plan to ensure compliance going forward.

    Corrective action. Ensure the ratio of employees to children is no less than that permitted in Schedule E.

  • STAFFING

    A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry, Observation (CORRECTED DURING INSPECTION): Five staff files were reviewed and one staff member had an expired validation document in the file. LO reviewed the requirements for updating the validations when certificates are renewed with the manager.

    Corrective action. Ensure all staff files are complete including validating certificates.
