    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Various walls throughout the facility had peeling/ chipped paint, exposing drywall to the children. Manager said that she is aware of this and the facility's maintenance needs have been communicated to the administrators.

    Corrective action. Ensure that all furniture, fixture and equipment within the facility are clean and in good repair.

LO observed and discussed the following with the Manager: - Fridge temperature measured 6.7 and 7 degree Celsius. - Bleach spray bottle placed on the sink was accessible to the children ( IT #1) - Diaper changing pad was placed ( stored) on top of the open toilet seat - Multiple floating shelves were installed within the naproom to store heavy large bins and baskets with toys; some of these bins were larger than the depth of the shelf

    A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

    Observation. Licensing observed the ladder on the wooden climber and slide structure has anti-slip covering, as the wooden ladder gets slipper when wet. However, the anti-slip covering on the first step has come off causing the step to be slippery when wet. Potential for a child to slip, fall and hurt themselves.

    Corrective action. Ensure that all indoor and outdoor play materials and equipment accessible to children are safely constructed, free from hazards and in good repair.

    A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

    Observation. Licensing observed that a tall shelf in one of the Group Child Care (under 36 mnths) program is still not secured. Additionally, there is the end of a nail sticking between the shelf and cubby unit. A staff place a foam piece on the nail to cover it. Licensing had received an email from the Manager informing that the shelf had been secured to the wall.

    Corrective action. Ensure that the equipment, furniture and supplies within the community care facility are of sturdy and safe construction, easy to clean and free from hazards.

    Observation. Licensing observed a new staff working however, the staff's certificate was not displayed anywhere within the community care facility. The Manager informed Licensing that the staff started working just recently.

    Corrective action. Ensure that staff certificate or a copy of the certificate is posted in a prominent place within the community care facility.

    Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

    Observation. Licensing observed that there is no Infant Toddler (I/T) staff in one of Group Child Care (under 36 mnths) program. Upon a discussion of the staffing schedule with the Manager, Licensing observed that there is no I/T staff in the morning in one program. The Manager informed Licensing that the regular I/T staff was moved to anther location and that an Early childhood educator (ECE) staff was covering for the absent employee for less then 30 days. Licensing provided education on what constitutes as an absent employee and that this situation does not qualify as an absent employee. Therefore, the staff to child ratio in one of the Group Child Care (under 36 months) is not being maintained at all times. This is a repeat contravention.

    Corrective action. Ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

    Observation. Licensing observed the following; - One cot resting against the wall in one of the Group Child Care (30 mnths to SA) program. Potential to fall on a child. - One carpet curling up at the corner in one of the Group Child Care (30mnths to SA) program. Potential tripping hazard. - The fridges temperatures in the Group Child Care (under 36 mnths) programs measured at 11 and 9 degrees Celsius. Education provided that fridge temperature should be no more then 4 degrees Celsius. - Licensing observed a child's milk bottle sitting on the cubby shelf in the Group Child Care (under 36 mnths) program while the children went outside to play.

    Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

    Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

    A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.

    Observation. Licensing observed that there is no sturdy surface for changing diapers for both of the Group Child Care (30 mnths to SA) program. There are still children in both programs that still wear diapers. Licensing provided education on what would meet the intent of this regulation.

    Corrective action. Ensure that there is a sturdy surface for changing diapers, located outside the food preparation area and next to a wash basin.

    Observation. Upon discussion with the Manager, Licensing observed that the children from both of the Group Child Care (30mnths to SA) programs are going into the Group Child Care (under 3 mnths) program, throughout the day, to get their diapers changed. Licensing provided education on the only time that different care programs can mix.

    Corrective action. Ensure that different care programs are only mixing half hour before a care program begins and half hour after a care program ends.

Additionally, the thermometer in the fridge read at 10 degrees Celsius. The Manager informed Licensing that a new fridge was purchased. Licensing suggested finding out where the temperature gauge is located on the fridge and bringing the temperature down between 0-4 degrees Celsius.

    Observation. Licensing observed the following; - The fridge temperature in one of the Group Child Care (under 36 months) program was measure at 9 degrees Celsius. The temperature of the fridge should be between 0-4 degrees Celsius. - A plastic climber and slide in the Group Child Care (under 36 months) playground is placed on a surface that is hard. There is not sufficient resilient surfacing to prevent a child hurting themselves when they come down the slide.

    Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

    Observation. Licensing observed, in one of the Group Child Care (under 36 months), that there was no Infant Toddler educator. This does not meet staff to child ratio requirement outlined in Schedule E. The Manager informed Licensing that there was an exemption in place but had expired. Licensing provided education on the importance of ensuring that ratio is maintained at all times. The Manager will submit a Exemption to Licensing. This is a repeat contravention.

    A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. Licensing observed that the emergency evacuation meeting site was not identified on the emergency evacuation floor plan. Upon further review of the emergency procedure policy a meeting location was identified. However, the Manager informed Licensing that the emergency meeting site has been changed. The new site is not identified anywhere on the plan. Education was provided on the importance of having an evacuation procedure that clearly identifies the meeting place and that staff and parent know the meeting spot.

    Corrective action. Ensure that an emergency plan is in place that sets out procedures for, mitigate, respond to and recover from any emergency.

    Observation. Two fire extinguishers were reviewed in the facility. One had an expired tag affixed to the equipment posing a potential hazard if needed during an emergency.

    Corrective action. Ensure equipment needed in the event of an emergency is well maintained in order to respond to an emergency.
