    Observation. A child requiring medication did not have the time, or symptoms to administer the medication recorded.

  • NUTRITION AND FOOD SERVICES

    A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,

    Observation. Licensing observed food being distributed to classrooms from the preparation area next to an open bathrooms. Dishes are washed daily in the classroom using one sink with soap and water. The Manager said weekly they are washed in the dishwasher. The three sink method was discussed to be used after each use or the dishwasher.

    Corrective action. Ensure that the food preparation is happening away from open bathrooms and dishes are washed and sanitized by the three sink method or an approved dishwasher.

    Observation. Some food is available to respond to and recover from an emergency, however, there is not enough food and no water for 54 children.

    Observation. several children did not have a photo that can readily identify them in an emergency. It was discussed that the photos should be updated as the child ages to ensure that it looks like the child.

    Observation. three of nine staff hold a first aid certificate that meets the requirements of Schedule C. There is no first aider available from 7-8:15 and 5:45-6pm daily.

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The outdoor play area has several ground surface tiles that pose a tripping hazard to the children playing in the area. Additionally the outdoor garbage's house significant debris and have not been emptied in some time. The LO reviewed these items with the staff at the time of the inspection as the manager was not available.

    Corrective action. Ensure that a healthy and safe environment is provided at all times.

    Observation. A food service program is provided at the facility. Food is stored in the facility fridge however a thermometer was not evident in the appliance posing a potential risk. LO reviewed this requirement with the staff during the inspection. This is a repeat contravention.

    Corrective action. Ensure food is stored in a healthy and safe manner.

    A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

    Observation. Two classrooms have damaged floor tiles that could pose a tripping hazard to children in those programs. Additionally the outdoor playground has several rubber tiles that also pose a tripping hazard to children play in the area. The LO reviewed these items in depth with the staff during the inspection.

    Corrective action. Ensure indoor and outdoor equipment are free from hazards and in good repair.

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. The outdoor play ground has equipment that shows signs of wear and tear that could pose a risk to the children using this equipment. Additionally several floor boards within the facility have come loose posing a risk to the children playing in the area. The LO also reviewed with the Licensee a few area's of concern that could use some additional cleaning attention.

    Corrective action. Ensure furniture, equipment and fixtures are clean and in good repair while children are in attendance.

    A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards. Observation (CORRECTED DURING INSPECTION): A child using an infant chair was observed not buckled into the chair posing a potential hazard.

    Corrective action. Ensure equipment is used as per the manufactures instructions and free from hazards.

    A licensee must ensure that the entire outdoor play area is (b) constructed in a manner, and using materials, that are suitable for the age and development of the children intended to use it.

    Observation. The rubber tiles in the infant/toddler outdoor play area appear to be settling and shifting which has resulted in some gaps and sinking spots posing a potential tripping hazard for children that use the space.

    Corrective action. Ensure the outdoor play area is constructed in a manner that is suitable for the age and development of the children using the space.

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Three first aid kits were reviewed during the inspection. Two kits contained medicinal products to use in the event of an emergency. LO reviewed the use of these items would require parental permission prior to use or soap and water as an alternative to be used. The items were removed from the first aid kits during the inspection.

    Corrective action. Ensure children do not have access to substances that my be hazardous to their health or safety.

  • HYGIENE AND COMMUNICABLE DISEASE

    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

    Observation. Health and hygiene practices were reviewed in depth during the inspection. Hand washing practices in one of the infant toddler programs was confirmed to not be suitable in regards to the practice of the children drying their hands. The cleaning of the tables was additionally reviewed and the cleaning step was reviewed with all of the staff in the facility along with the administrator to be altered to follow the guidelines of the BCCDC guidelines. Resources were provided for this practice.

    Corrective action. Ensure children and staff follow suitable health and hygiene practices

    Observation. Manager of the facility is not displayed in the facility. LO reviewed the intent of this piece of legislation during the inspection with the facility administrator.

    Corrective action. Ensure the name of the manager is displayed in a prominent place in the facility.

    Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

    Observation. A current staffing exemption was reviewed during the inspection. The staffing plan submitted and approved was not being followed at the time of the inspection. A second Infant Toddler program was opened and did not have the correct staffing qualifications in place. The LO reviewed the staffing exemption and plan with the administrator during the inspection for compliance.

    Corrective action. Ensure the ratio of employees to children in no less than permitted in Schedule E or following an approved staffing plan in an exemption application.

    A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

    Observation. Six children's files were reviewed. One child with an allergy that requires the use of an Epi-Pen did not have a Care Plan in place to guide staff in signs and symptoms, action to be taken, and monitoring of the condition. LO reviewed with the administrator the purpose of a care plan in this case.

    Corrective action. Ensure children who require extra support have a care plan outlining the courses of action related to the support required.

    A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,

    Observation. Six staff files were reviewed and one staff did not have evidence of being validated through the BC ECE Registry.

    Corrective action. Ensure all staff files are complete including validating certificates through the ECE Registry.

    Observation. Six staff files were reviewed. One staff member working in the program on the day of the inspection did not have evidence of a Criminal Record Check available. One staff member had a police check available but requires a Criminal Record Check. One staff additionally had a CRC issued from another facility and was not specific to the facility working in on the day of the inspection.

    Corrective action. Ensure staff files are complete including valid and facility specific Criminal Record Checks prior to working in the programs.
