  • LICENSING

    Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.

    Observation. Licensee has been using the ground floor of townhouse within the garage as a gross motor room. This space was not noted within the original floor plans that were submitted to the City of Surrey when the Licensee became Licensed. Within the space, Licensing noted that there is floating shelf which has many boxes stored on top which can act as a topple hazard. As well there is a deep freezer within the play area, accessible to the children in care.

    Corrective action. Discussion had with Licensee about inquiring with the City of Surrey about whether an inspection of the space is required. Licensee has agreed not to use the space until the City of Surrey provides a response or carries out an inspection of the area. Once Licensee has heard from the City of Surrey, please provide an update as well, if needed, provide a plan in regard to the hazards noted above within this space.

  • STAFFING

    The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.

    Observation. A criminal record check for a person over the age of 12 who is ordinarily present is not available.

    Corrective action. Please provide a written response to indicate how you will address this contravention on or before February 14, 2025. LO provided information about the new CRC process.

  • STAFFING

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

    Observation. There are three part time staff that work at the facility. Although there are criminal record checks available, they are not site specific. A discussion was had regarding applying for sharing forms through the criminal record check website. That information will be provided to the Licensee.

    Corrective action. Please ensure that staff have criminal record check clearance letters that are site specific for this facility.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing observed a UV light clipped on a window in one of the play areas with the wire accessible to children. Licensing touched the wire to ensure that the UV light was secured and the light fell. Potential for a child to pull on the accessible wire and have the UV light fall on the child and injure them.

    Corrective action. Please ensure that children do no have access to any objects or substances that may be hazardous to the health or safety of a child.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.

    Observation. Licensing observed that the one of the gate's latch, located on one side of the outdoor play area leading into the neighbour's yard, is broken. Therefore, the gate cannot be locked. This is a potential for children to get out of the play area and into the neighbour's yard.. The Licensee informed Licensing that they will fix the latch later on today.

    Corrective action. Please ensure that the entire outdoor area is enclosed in a manner that is suitable for the age and development of children and will ensure that children are free of harm.

  • RECORDS AND REPORTING

    A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

    Observation. Upon a review of 3 children records, Licensing observed 1 child's record missing the name and telephone number of a medical practitioner.

    Corrective action. Please ensure that children records are complete prior to the child attending the care facility.

    A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

    Observation. Upon a review of the attendance record for the month of January and February Licensing observed the following; - 1 day that two children were not signed out. - 2 days that children were not identified as absent or present..

    Corrective action. Please ensure that attendance records are accurate on a daily basis.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Licensing observed the following: - Two tall shelves of the entertainment center in one play area that are not secured to the wall. The Manager informed Licensing that there was a plan to build a built in center however has not happened yet. - The outdoor plastic slide and climber is situated on the wooden porch and there is no resilient surfacing under the slide. Licensing provided education on ensuring that resilient surfacing is placed under slides to mitigate any injuries.

    Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are in care.

  • RECORDS AND REPORTING

    A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility. Observation (CORRECTED DURING INSPECTION): Licensing observed two children's file missing a date on which the children stopped attending the care facility. Licensing provided education on the intent of the regulation.

    Corrective action. Please ensure that the date on which the child stops attending the care facility is indicated on the child's record.
