A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Licensing reviewed six staff files. Early Childhood Educator certificates have not been verified for two of these staff.
Corrective action. The Manager confirmed that all staff files would be reviewed and all missing documentation would be obtained.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed six staff files. Criminal Record Checks were expired for two of these staff.
Corrective action. The Manager confirmed that all staff files would be reviewed and missing documentation would be obtained.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Licensing reviewed six staff files. Immunization status was not obtained for one of these staff.
Corrective action. The Manager confirmed that all staff files would be reviewed and all missing documentation would be obtained.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. the following was observed: - a toilet was blocked off in the MP1/MP2 program that was either broken or had a ladder stored in it. -a toilet stall in the MP3/MP4 program had a number of items stored inside it, including benches to the tables -a large puddle of standing water was located in the field beside the climber -broken equipment such as a boat, water table lids, and cones were located in the field -a playground sandbox cover was fraying -an area of the gym used for school age program was blocked off with what appears to be construction of furniture.
Corrective action. Ensure that a healthy and safe environment is maintained. Please provide your response and system you will use to review outdoor and indoor areas for safety.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. A exit door was observed blocked from MP5 program room
Corrective action. Ensure that the emergency exit doors are not blocked or hampered.
11090 - CCLR s.15(1)(b) - EQUIPMENT AND FURNISHINGS
A licensee may use the same outdoor play area at the same time for more than one care program if the care programs are of the same type as prescribed in Column 1 of section 1 of Schedule E.
Observation. 2 different programs were observed outside in the garden box area of the field.
Corrective action. Ensure that children using the same area at the same time are from the same service type.
11151 - CCLR s.16(2.1)(a) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

10070 - CCLR s.11(4) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. Two children had medication or a medication permission form that did not specify the amount, time, or symptoms when to give the medication
Corrective action. Ensure that if medication is agreed to be given that the exact amount, time or symptoms is provided to the employees.
16010 - CCLR s.53(1)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing reviewed the supplies to respond to and recover from an emergency and found there was not enough supplies to respond or recover from an emergency. There was insufficient amount of food and water for 106 children plus staff with 2 packs of water and small amount of food. There was no equipment observed to cook the food supplied and no supplies for younger children such as diapers, wipes or bottles.
Corrective action. Ensure that you have enough supplies to respond to and recover from an emergency for up to 72 hours.
13020 - CCLR s.22(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation. Copies of any diplomas, certificates or other evidence of the person's training and skills were not obtained for one or more employees.

A licensee must make available to parents information on the food and drink given to children.
Observation. The program provides morning and afternoon snack to the children. The information of the food provided is not made available to the parents of the children in care. The LO reviewed this requirement with staff and the management team at the facility.
Corrective action. Ensure food or drink provided to children is made available to the parents.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation. Fire drill records were reviewed during the inspection and several program had missed a few months of either recording or conducting fire drills.
Corrective action. Ensure employees conduct and record monthly fire drills.

Observation. Bathroom area in the Group Child Care program was reviewed during the inspection and the counter and sink caulking is in need of repairs due to damaged caulking. The bathroom stools to required attention and cleaning. LO reviewed these items with the manager.
Corrective action. Ensure furniture, equipment and fixtures are clean and in good repair while children are in attendance.

A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. The following items were observed during the inspection that could pose a risk to the children in the facility; - garbage cans in the outdoor areas appear to need emptying - a shed has blown over on the playground and requires to be righted and secured to prevent future similar incidents - the sandbox in the field appears to not have a cover - stools in the bathroom require a cleaning The outdoor play area has had some upgrade delays and the current fence is showing sings of wear and tear. A plan for completion was reviewed with the Manager. LO has requested an updated time frame for completion.
Corrective action. Ensure indoor and outdoor play materials and equipment accessible to the children are safely constructed, free from hazards and in good repair.
