A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Of the four staff files reviewed, one did not contain certificate validation.

Corrective action. The manager said she will obtain certificate validation for the employee.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. -One staff member's certificate was not posted. -One staff member's posted certificate was expired. The staff member said that their new certificate was in their possession but no on site.

Corrective action. Ensure staff certificates are posted.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. One care plan was past due for annual review.

Corrective action. The manager said careplan will be reviewed with the child's parent.

Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (a) a criminal record check for the person.

Observation. A practicum student on site did not have a valid CRC.

Corrective action. The student will obtain a copy from their college and provide it to the Manager.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing observed: -A hot kettle on the kitchen counter accessible by children. -Bleach bottle in an unlocked cupboard under the sink.

Corrective action. Ensure children do not have access to any object or substance which may be hazardous to their health or safety.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.

Observation. Licensing observed that rain boot storage and a shelf were impeding the emergency exit in one of the classrooms. A discussion was had around why the location of the shelf and boots may impede exit during an emergency.

Corrective action. Ensure all emergency exits completely clear at all times.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. Licensing observed that one care plan had not been reviewed since Dec of 2022.

Corrective action. Ensure care plans are reviewed at least once each year with a parent of the child requiring extra suppourt and any person requested by the parent.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

Observation. Licensing observed that one child who require an epi pen did not have a care plan.

Corrective action. Ensure all children who require extra support have a care plan which is developed in consultation with the parent or any person requested by the parent.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

Observation. Licensing inspected 3 staff files and observed that one file did not contain the records required under section 19(1). The file did contain some references.

Corrective action. Ensure staff files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Licensing reviewed 3 staff files and noted that one did not contain references.

Corrective action. Ensure staff files are complete.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Review of 6 children files observed one child was missing date of enrollment on file.

Corrective action. Ensure all children files are complete.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Review of 6 children files observed one child was missing doctor's name and phone number on file.

Corrective action. Ensure all children files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one employee.

Corrective action. Ensure all staff files are complete.

Observation. A minimum of two character references were not obtained for one employee.

Corrective action. Ensure that all children files are complete

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

Observation. Two children's care plans do not include the course of action or step by step direction recommended by health care professionals or the parent for the children requiring additional support.

Corrective action. Ensure that children's care plans include all the required information in writing.

A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. The fire extinguishers in the program have expired tags affixed to them. LO reviewed this item with the manager and staff during the inspection. This is a repeat contravention.

Corrective action. Ensure equipment used to respond and recover from an emergency is serviced and maintained yearly.
