    Observation. Regarding intake May 19, 2026. Through the investigation process, Licensing determined that a staff member yelled at children in a loud and threatening voice during washroom time.

    Corrective action. Ensure that behaviour guidance is appropriate to the age and development of the child who is receiving the guidance. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On June 24, 2026, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: On going compliance with the behaviour guidance policies will be monitored through regular classroom observations, routine documentation reviews and staff performance check-in's. Staff will receive clear instruction on positive behaviour guidance strategies to support children's development. The corrective action plan was reviewed and accepted by Licensing.

    Observation. Licensing audited 12 staff files, one was missing immunization status.

    Corrective action. Ensure all staff files obtain immunization status.

    Observation. Licensing observed three Early Childhood Educator Assistant's (ECEA) in the 301 GCC (Under 36 Months) program. There was no Infant and Toddler Educator (ITE) in program. The Infant and Toddler Educator is currently away on medical leave and to be returning in two weeks.

    Corrective action. Ensure that ratio of employees to children attending community care facility is no less than that permitted in Schedule E.

  • Despite the employee qualifications required by Column 4 of the table in section 1 of Schedule E [group sizes and employee to children ratios], a licensee must replace an absent employee described in Column 1 of the following table who is absent (b) for 30 consecutive days or more with a person described in Column 3 opposite that employee and the row in Column 2 labelled as '= 30 days' (see table listed under Absent employees in CCLR)

    Observation. Staff stated that the Manager's last day of employment was March 17, 2023 and no Manager has been appointed at this time.

    Corrective action. Ensure an absent employee who is absent for 30 consecutive days or more is replaced with a person as described in Section 37.

    Observation. Licensing observed nine inches of clearance surrounding one slide structure.

    Corrective action. Ensure a 1.8 metre (6 feet) clearance around equipment as is considered safest.

  • For prevention of entrapment, spaces (i.e., holes/openings) must be smaller than 9 cm (3.5 inches) or larger than 23 cm (9 inches). Use Head & Torso test probes

    Observation. Licensing observed entrapment hazards surrounding one slide structure. Spaces measured larger than than 9 cm (3.5 inches). This represents an immediate risk to the health and safety of children in care and must be corrected immediately. Staff emailed Licensing photo evidence that the slide had been removed and place in a non accessible area of the yard. Full compliance will not be achieved until the plan has been implemented and completed.

    Corrective action. Ensure for prevention of entrapment, spaces (i.e., holes/openings) must be smaller than 9 cm (3.5 inches) or larger than 23 cm (9 inches).
