- STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Licensing reviewed 4 staff files and 3 staff were missing record of their immunization statuses.
Corrective action. Please obtain, for each staff prior to employment, a record of their immunization status.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. In the outdoor play space, the thorns from a thorn bush were accessible to the children.
Corrective action. Please ensure a healthy and safe environment at all times while children are in care.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance. Observation (CORRECTED DURING INSPECTION): A chair in the toddler program had a tear and the foam was exposed.
Corrective action. Please ensure furniture and equipment are in good repair.
11020 - CCLR s.13(2) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. One staff member's certificate was not validated.
Corrective action. Please ensure certificates for ECE's, ITE's or ECE Assistants are verified using the system maintained by the ECE Registry.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. The Criminal Record Check Clearance (CRC) letter for one staff member was not referenced to the center. The supervisor advised that the sharing process has been initiated.
Corrective action. Please follow up on the status of the CRC.

Observation. A copy of the certificate for a staff member was not posted.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed 3 staff files and observed that criminal record check clearance letters (CRC) were missing for 2 staff. The manager advised that they submitted applications for the CRC's and that the staff are not working alone with children. This is considered a repeat contravention as this coded item was identified on the last routine inspection.
Corrective action. Please ensure CRC clearance letters are obtained for all staff prior to employment.

- RECORDS AND REPORTING
Subject to subsections (2) to (5), a licensee must keep all records referred to in this Division for at least one year.
Observation. It was identified that fire and earthquake drill records have not been retained. The drills have been recorded via dry erase marker and some records for 2020 and 2021 have been erased. During the inspection, paper copies of the fire/ earthquake drill records were printed and distributed to all classrooms.
Corrective action. Please retain records referred to in Division 4 of the CCLR for at least one year.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed staff files and observed that there was no record of a criminal record check clearance letter (CRC) for one staff. Licensing was advised that this staff member will not be left alone with children until the CRC is received.
Corrective action. Please ensure CRC's for all staff prior to employment.
