  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. The following will need to be addressed: > Torn sleeping mats from one of the under 36 months program and 30 months to school age program. > Torn diaper mat from one of the under 36 months program. > Torn toy bin from the 30 months to school age program.

  Corrective action. The Manager will inform staff to notify her when they've observed that equipment need to be repaired.

• PROGRAM

  A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (4) Despite subsection (1), a licensee who provides a care program described as Occasional Child Care need not provide a program of outdoor activities. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.

  Observation. Upon speaking with the Manager and staff, It was identified that children don't play outside daily. However, they go for daily neighbourhood walks (with infants in strollers).

  Corrective action. The Manager advised she will ensure that children are provided with daily periods of outdoor play. Discussions were held regarding the definition of weather permitting.

  Observation. the mops are stored in the bathroom and the mop heads are accessible to the children this is very unhygienic

• Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

  Observation. It was confirmed that group size was not maintained as permitted in Schedule E.

  Corrective action. Corrective action plan required to be submitted.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed the following: - A DVD player on a raised shelf in the main play area with low hanging cords, accessible to children in care.The DVD player and cords were moved to be inaccessible while licensing was on site. - Fridge temperature not maintained between 0-4 degrees Celsius in two classrooms - Disinfecting wipes in the kitchen area accessible to children. The wipes were moved to be inaccessible while licensing was on site.

  Corrective action. Ensure a healthy and safe environment is provided at all times.

  In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

  Observation. The facility Active Play policy was unavailable for review.

  Corrective action. Ensure records referred to in sections 56 to 58 are kept in a single place at the community care facility.

• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): One staff file did not contain a current record of certificate verification.

  Corrective action. Ensure all educator and educator assistant certificates are verified using a system established and maintained by the early childhood registry.

  A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

  Observation. Licensing noted the name of the Manager was not displayed in the facility.

  Corrective action. Ensure the name of the Manager is displayed in a prominent place in the community care facility.

  A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

  Observation. Licensing reviewed 10 children’s records and noted 1 was missing date of enrolment.

  Corrective action. Ensure a record is kept for each child showing the date of the enrolment in the community care facility.

  A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

  Observation. Licensing reviewed 10 children’s records and noted 1 was missing the name and telephone number of a medical practitioner.

  Corrective action. Ensure a record is kept for each child showing the name and phone number of a medical practitioner.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

  Observation. Licensing reviewed 5 staff files and noted 2 staff did not have a record of work history.

  Corrective action. Ensure a record of work history is obtained prior to employment.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Licensing reviewed 5 staff files and noted 1 staff was missing immunization status.

  Corrective action. Ensure evidence of immunization is obtained prior to employment.

  Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. It was confirmed by the Manager that one infant toddler program was not running with an infant toddler educator for more than 30 days and 2 infant toddler programs had an early childhood assistant working as the second staff in the room.

  Corrective action. Ensure that the ratio of employees to children attending is no less than permitted in Schedule E.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. one employee did not have a criminal record check.

  Corrective action. Ensure that prior to employment you obtain a criminal record check for the person
