Observation. One staff with a valid criminal record check that is addressed to another organization.
Corrective action. The manager said she will obtain a criminal record check that is specific to the facility.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. 1 care plan was not annualy reviewed.
Corrective action. The manager will follow up with the parents to review the care plan information. If any information has changed, then a new care plan will be completed. If no information has changed, then the manager will obtain the parents signature(s) and date of review.

- STAFFING
A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year. Observation (CORRECTED DURING INSPECTION): Emergency evacuation drill was not recorded for 2023. As per the Manager, a drill was conducted (facility practices this drill every 6 months), but staff forgot to record it. The Manager recorded the date of the last emergency evacuation.
Corrective action. Please ensure the emergency plan is practiced and recorded at least once a year.
12200 - CCLR s.22(2)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Upon reviewing 4 staff files, 1 contained a valid criminal record check addressed to another organization.
Corrective action. Please ensure criminal record checks are site specific.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Upon reviewing 4 staff files, 1 contained a validation for the staff's previous certification. This was corrected during the inspection.
Corrective action. Please ensure validations match staff's current certifications.

Observation (CORRECTED DURING INSPECTION): In class #1, Licensing observed that the cupboard under the sink containing a bottle of bleach and cleaning supplies was not locked making the items accessible to children.
Corrective action. Please ensure hazardous objects and substances are not accessible to children.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The walls in the larger activity room has areas where paint is chipped. These areas are out of reach of children however they are now porous and are no longer able to be cleaned.
Corrective action. The Licensee stated this issue will be addressed in the near future. Please submit a written plan of action as to when in the future this be addressed. Licensing is requesting the plan be submitted to their office by June 30, 2021 with the understanding the work may be completed after this date.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing observed spray bottles of sanitizer and a container of air freshener within reach of children.
Corrective action. To prevent a child from inadvertently accessing containers of cleaners etc all above items are to be kept out of reach of children.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During today's inspection licensing noted several areas in both programs where the walls and baseboards are showing signs of wear and tear - chipped paint, dents in walls, paint worn away. These areas are now porous and are unable to be cleaned and sanitized. Licensing also observed a sleep mat that was ripped and worn.
Corrective action. The Manager will need to address these areas. It is recommended a maintenance plan be developed to address this type of issue on an ongoing basis. The Manager removed the damaged mat during the inspection and replaced it with extra mats.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. This facility operates as two separate group child care (under 36 months) program. Licensing observed air purifiers in each program located in a manner that is accessible to children. Additionally the units could be easily pulled off the tables and the electrical cords were within reach of children and not secured. In the program that has 8 children in care licensing observed a light plugged in the washroom and the cord was dangling above the wash basin. Licensing observed all individual children's snack containers being maintained in one large container in the fridge. All children's individual water bottles were in one bucket and stored together. In the large naproom licensing observed several mats used by children adjacent to toys, and equipment that have been sanitized and/or are being stored for future use. The Manager informed licensing staff are in the nap area when children are sleeping in the afternoon. When licensing was present there was a child sleeping and no staff was in the room and there was no monitor being used. Staff were observed looking into the window to check on the child.
Corrective action. The above noted air purifiers will need to be secured to prevent them from accidentally falling off the table/counter and potentially injuring a child. All cords within reach of children must be secured to prevent accidental injury. The Manager discussed with licensing using cord covers to address the issue of the cords. The Manager will discuss with staff regarding the light in the washroom and if it isn't being used it will be removed as there is overhead lighting. If it is being used the Manager will secure the cords in a manner that is inaccessible to the children and not hanging over the wash basin. To prevent the possibility of cross contamination the Manager will have staff store the children's water bottles in their cubbies. For the children's lunches and snacks the Manager will have staff place the children's lunch kits in the fridge. The Manager will rearrange the items in the nap room to ensure the area is safe for children who may be in the room without a staff member. The Manager will also consider implementing a monitor to supplement the visual supervision with auditory supervision of children while napping.

A licensee must not employ a person in a community care facility unless the licensee is satisfied, based on the information available to the licensee under subsection (1) and the licensee's or, in the case of an employee who is not the manager, the manager's own observations on meeting the person, that the person (b) has the personality, ability and temperament necessary to manage or work with children.
Observation. Upon review of 5 staff files licensing noted one file contained references that were not related to the care of children. Additionally references were not verified in 2 of the staff files.
Corrective action. Ensure all references pertain the to the individuals work with children. The Manager has a system in place to document verification of references however not all files were complete.
