Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Staff to child ratio was not maintained during the opening shift with staff who are not ECE qualified.
Corrective action. The manager said that by next week, she will address this with a revised staffing schedule and will provide this to Licensing.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact. Observation (CORRECTED DURING INSPECTION): One child missing the contact information of a medical practitioner. During the inspection, this was obtained.
Corrective action. Please ensure all children's files are complete with all required information.
19100 - CCLR s.57(2)(d) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): One staff without certificate validation from the ECE Registry. During the inspection, this was obtained.
Corrective action. Please ensure all staff files are complete with required documentation.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Plastic bags were stored in a drawer in the kitchen that were accessible to children. This is a repeat contravention from inspection report #NSAO-CNKRMG. Upon notifying the manager, the plastic bags were stored elsewhere out of children's reach.
Corrective action. The manager will ensure that hazardous objects and substances will not be accessible to children.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. 5 windows in the main activity area that open more than 3.5 inches. At the other side of the windows is a drop-off into the outdoor play area.
Corrective action. As per the manager, staff never open these window and closely supervise children in this area. The manager will be placing a system in place to either restrict the gap opening or to lock the windows completely.
11010 - CCLR s.13(1) - RECORDS AND REPORTING
A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation. No documentation of parents' consent to call a medical practitioner of ambulance for 1 child.
Corrective action. The manager will be following up with the child's parent to obtain documentation of parents' consent today.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing observed the following: -a bucket of ice melt in the main entrance space that is accessible to children -in the children's cubbies, there was a box of plastic bags available which pose as a potential strangulation hazard
Corrective action. Upon notifying the Manager, the bucket of ice melt was brought down to the locked basement and the box of plastic bags was removed from the children's cubbies and placed in an area that is no longer accessible to children.

- STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. During the inspection two staff files were reviewed and one file revealed that one staff did not hold a CRC site specific.
Corrective action. Please ensure all staff have a site specific CRC.

Observation. A random selection of children's files were reviewed, out of the 3 reviewed 1 did not contain a MSP #.
Corrective action. Please ensure a record showing the medical insurance plan number is on file.
