A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): In one of the bathrooms, Licensing observed a heavy pastic folded table with metal legs, stored upright in front of the sink area, which could potentially fall on children. This item is a repeat contravention on routine inspection #MZIN-DBPU33 06-Dec-2024.
Corrective action. Ensure a safe environment at all times.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing observed that children had access to a liquid detergent which was on top of a stool, and the washer door was also open located in a separate room from the classrooms.
Corrective action. This was corrected by the facility by closing both doors to prevent children accessing the items. Ensure that a safe environment is provided at all times.
11010 - CCLR s.13(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): Licensing observed that in one classrooom, absent children were not recorded for three days in December 2024.
Corrective action. Ensure that absent children are recorded daily.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Licensing observed that 2 children's files had the parents as the emergency contact.
Corrective action. Ensure that the emergency contact is different from the parents.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. A child's care plan was last signed in May/2021.
Corrective action. Care plans must be reviewed, signed, & dated by the parent annually.
19260 - CCLR s.58(2)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Repeat violation from FIR #CGEE-AWGQC7 (02/Mar/2018): An employee's most recent certificate had not been verified.
Corrective action. Certificates must be verified upon hired & every renewal.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. REPEAT VIOLATION from FIR #CGEE: - AWGQC7 (02/Mar/2018) - CBG9WM (08/Feb/2022) An employee's CRC was applied for by another organization.
Corrective action. This employee's CRC must be shared ( https://www2.gov.bc.ca/gov/content/safety/crime-prevention/criminal-record-check/sharing-results ) w/ the licensee. In the meantime, this employee cannot work alone w/ children or assist w/ diapering/toileting.

Observation. CCFL reviewed 6 children's files, in which 5 files lacked complete start dates (month & year only).
Corrective action. Full enrolment dates must be documented (month, date, & year).
