A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - blackberry bushes were coming through the chain link fence in the play area. - the cots with bedding on them were touching in two of the classrooms.
Corrective action. Ensure a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following: - finger prints and visibly soiled walls, doors and furniture in the facility - paint chipping and dry wall showing throughout the facility
Corrective action. Ensure the facility is clean and in good repair.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed expired food in the emergency kit.
Corrective action. Ensure that you are prepared for, mitigate, respond and recover from any emergency.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing could not review the attendance records for the week as they were informed that the app the facility uses was not functioning. It was discussed with the manager that an alternate system should be available to staff and for record keeping.
Corrective action. Ensure attendance is maintained.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. Licensing reviewed 8 staff files and one staff was missing a resume. This is a repeat contravention from 2023.
Corrective action. Ensure all files are complete.

Observation. The fire drill sheet in one of the classrooms did not contain a log of the fire drill conducted in August.
Corrective action. Manager said that they will ask the staff to conduct and record all fire drills and the assistant manager will verify the fire drill records.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During the routine inspection the following was observed: - the change mat in the IT room had tears in it making it hard to clean - on the outside playground two different tpes of water hoses where observed laying on the ground untangled. This is a tripping hazard. - two different tarps were observed holding some water - few areas of the facility were not clean and had dirty finger print marks on the walls and doors - one classroom's walls had paint chipped off the walls and it was in need of repair
Corrective action. Ensure the facility is in clean and good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. During the routine inspection licensing observed that the water temperature in two bathrooms was 54.9 degrees Celsius. This is a repeat contravention from 2023.
Corrective action. Ensure the water is below 49 degrees Celsius.
11230 - CCLR s.47 - LICENSING
Licensees must not make any structural change to a community care facility unless the licensee first (a) submits plans for the change to a medical health officer.
Observation. During the routine inspection licensing observed that a wall has been build at the entrance. Manager said that the wall is going to hold a door for added security as the front door is not properly closing. Licensing was not informed of this change nor has approved of the change.
Corrective action. Ensure licensing is informed of any structural changes.
10020 - CCLR s.10(2)(a) - LICENSING
When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.
Observation. During routine inspection licensing observed the following: - two signs posted on the IT yard and in front of the building saying "Preschool and Kindergarten" - few documents having the word "preschool" on them
Corrective action. Manger said that the signs will be removed and will update all documents by removing the word "preschool" from them.
10060 - CCLR s.11(3) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. During the routine inspection one classroom did not mark the fire drill for the months of May and June. Staff said that they have practiced the fire drill but forgot to mark it down. This is a repeat contravention from 2023.
Corrective action. Ensure fire drills are practiced monthly and a record is kept to demonstrate the drill.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Licensing reviewed 18 children's files and one child's file was missing a record of immunization.
Corrective action. Ensure children's files are complete.
19070 - CCLR s.57(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. During the routine inspection licensing reviewed 18 children's files and one child did not have the name of a dr and ph nr.
Corrective action. Ensure children's files are complete.

Observation. Licensing reviewed 9 staff files and two staff files were missing a record of immunization.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Upon inspection there were two bleach/water bottles accessible to children.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Upon inspection sink temperatures in the bathrooms were over 50 degrees Celsius.
Corrective action. Please ensure any heated water accessible to children is heated to no more than 49 degrees Celsius.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Upon inspection the evacuation drill was not documented this past year. The staff advised it has not been practiced.
Corrective action. Please ensure there is a record respecting compliance with section 2(2)(b) and (c).

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for one or more employees.
Corrective action. Please ensure all staff have a copy of their immunization on file.
12090 - CCLR s.19(1)(f) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Upon inspection, 3/12 employees did not have their certificates validated.
Corrective action. Please ensure all staff have their certificates verified by the system maintained by the early childhood educator registry.
12140 - CCLR s.19(4)(a) - STAFFING
Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (c) there is at least one educator or assistant supervising the children.
Observation. Staffing requirement not met during the half hour before a care program begins and the half hour after a care program ends.The manager advised the programs are combining for the first and last 45 minutes of each day.
Corrective action. Please ensure the programs are only combined during the half hour before and after a care program ends.

Observation. Upon inspection one staff did not have a criminal record check. The manager said it has been applied for.
