Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. Upon inspection, an ECEA works from 6:30am-8:30am and 5:00pm-5:30pm in the Group Child Care 30 months to school age program.

Corrective action. Ensure there is an ECE staff in the program working at all times.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Upon inspection there was no emergency food or additional emergency evacuation supplies available

Corrective action. Ensure there is food and emergency evacuation supplies available

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Upon inspection, children in the school age program are not being signed out when dropped off for school and signed in when picked up.

Corrective action. The staff said the sign in sheet will properly reflect when the children are in attendance

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one or more employees.

Corrective action. Ensure there is a record of immunization on file for all staff

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Upon inspection of 5 staff files, 2 did not have criminal records checks and one criminal record check was not site specific.

Corrective action. Ensure all staff have criminal records checks obtained and site specific.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. A record of the person's work history was not obtained for one or more employees.

Corrective action. Resume must be obtained for all employees

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Verification was not obtained for one or more employees.

Corrective action. Staff said certificate will be verified and available on site.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Character references were available for staff, however there was no system to indicate they were checked.

Corrective action. Staff said references will be checked for all staff.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Criminal Record Check on file is not site specific.

Corrective action. Staff said the CRC has been applied for and will update licensing once it's been received.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. Upon inspection the hot water temperature was 55 degreed Celsius in the Preschool/School Age classroom.

Corrective action. Ensure the hot water is heated to no more than 49 degrees Celsius,

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. Upon inspection the community care facility license was not posted in the facility.

Corrective action. Ensure the community care facility license is posted in a prominent place in the facility.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

Observation. Upon inspection the staff files were not on site. The manager advised they are offsite and she will have them brought to the centre.

Corrective action. Ensure all staff files are available for inspection.

Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).

Observation. Upon inspection, the groups are combined from 3:30pm onwards and the centre closes at 5:30pm.

Corrective action. Ensure groups are not combined for more than 30 minutes at the beginning and/or end of the day.
