A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Children are not using single use towels to dry their hands after hand hygiene.
Corrective action. The staff said she will ensure children use single use towels to dry their hands after hand hygiene.
15030 - CCLR s.46(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Upon inspection the evacuation drill was not documented and the staff advised she was not sure if it was practiced. This is a repeat contravention.
Corrective action. The staff said she will ensure evacuation drill will be practiced and documented, moving forward.
13050 - CCLR s.56(1)(c) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The following were observed: - Fire Extinguisher has not been serviced annually - Emergency supplies are insufficient to implement the emergency plan: expired rusted-cans of foods and water were observed.
Corrective action. The Staff said she will ensure to replace all the expired foods and expired water in the emergency supplies.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. 7 children attended in the care but one child's file is not available on-site for inspection. The staff said the licensee has the child's file but not on-site.
Corrective action. The Staff said she will ensure all children's files are available on-site.
19320 - CCLR s.59(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Criminal Record Check was not obtained for one staff.
Corrective action. The staff said Licensee said CRC will be obtained for the staff. In the meantime, a staff with valid CRC will be working with children.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Only one character reference obtained for one staff.
Corrective action. The Staff said she will ask the licensee to obtain character reference for the staff.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Areas of the facility were not in good repair, including: - foam that covers a horizontally placed wooden board near the swings is peeling leaving large areas of wood exposed which could cause injury if a child were to fall onto the board. Licensee plans to recover the board by September 27, 2021. - areas on peeling paint on walls inside the facililty which could pose a hazard if a child were to ingest the paint
Corrective action. Ensure that the community care facility is in good repair while children are in attendance.
11020 - CCLR s.13(2) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensee has not taken a record of attendance for the past three days.
Corrective action. Ensure to keep, for each child, a daily attendance record.

Observation. It was observed that the children washed their hands, returned to play and then began to eat without washing hands again. It was discussed the importance of washing hands prior to eating. It was also observed that the table the children ate lunch at was not washed and sanitized prior to eating.
Corrective action. Ensure that the rules of health and hygiene are practiced.

A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation. It was observed that the Licensee left children outside with water play to help a child in the bathroom.
Corrective action. Ensure that children are supervised at all times.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. The employee files were unavailable for review.

19320 - CCLR s.59(a) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. 1 persons over the age of 12 ordinarily present did not have criminal record checks completed.
Corrective action. Ensure that each person over the age of 12 has a current criminal record check. Please provide a plan on how you will ensure the safety of the children in care until the criminal record check is received.
