• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.

  Observation. Upon review of 4 staff files, one CRC expired in January, two staff's resumes and two staff's references were missing.

  Corrective action. The manager confirmed all missing documents will be obtained and the CRC will be applied for today

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. A minimum of three character references were not obtained for the manager and one staff did not have references available for review.

  Corrective action. The Manager said a third reference is available and will be added to the file, and staff references will be available at the facility.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Criminal Record Check on file is expired.

  Corrective action. Licensee applied for CRC during inspection and will notify licensing once received.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. the following areas in the building need to be repaired or replaced as appropriate, the toilet seat the finish is not intact the flooring has a chip in the linoleum

  Corrective action. please ensure the toilet seat and floor is repaired or replaced

• RECORDS AND REPORTING

  The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

  Observation. The care plan was not reviewed annually with the parent or any person requested to by the parent.

  Corrective action. care plan to guide and direct staff actions there is no evidence to support the plan has been reviewed with parents yearly , Staff stated there is a new one but it is not available for review at this time, please ensure the plan is available and reviewed with the parents

  19260 - CCLR s.58(2)(b)
• STAFFING

  Despite the employee qualifications required by Column 4 of the table in section 1 of Schedule E [group sizes and employee to children ratios], a licensee must replace an absent employee described in Column 1 of the following table who is absent (b) for 30 consecutive days or more with a person described in Column 3 opposite that employee and the row in Column 2 labelled as "≥ 30 days".

  Observation. manager is absent and has been for over 30 consecutive days there are two staff who have been assigned manager status and duties however this information has not been done thru CCFL

  Corrective action. please ensure that CCFL is notified of the changes to the manager position

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Fridge temperature not maintained between 0 and 4 degrees Celsius.

  Corrective action. Ensure fridge temperature is maintained between 0 and 4 degrees Celsius.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed the following accessible to children in care: - Fiberglass was protruding from the wall, located within reach of children on the change table. - A warm kettle was plugged in to the wall in the kitchen with the cord hanging within children’s reach. The concern is the kettle containing hot water may fall on a child. The Manager removed the kettle while Licensing was on site. - An unsecured television was located on a low shelf. The concern is that the TV may fall on a child. The Manager removed the TV while Licensing was on site.

  Corrective action. Ensure a healthy and safe environment is provided at all times.

• POLICIES AND PROCEDURES

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

  Observation. Licensing noted there was no record of a fire drill being completed for August 2021. The Manager said it was practiced, however it was not recorded.

  Corrective action. Ensure a record is kept respecting compliance with section 22(2)(b) of the CCLR.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. Licensing reviewed 3 staff files and noted the following: - 1 staff was missing evidence of 1 character reference - 1 staff had no evidence of character references - 1 staff had character references, however no system to indicate they were checked

  Corrective action. Ensure character references are obtained prior to employment.

• RECORDS AND REPORTING

  A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

  Observation. Upon review of a care plan the licensee advised changes were to be made, however the changes were not updated on the care plan.

  Corrective action. Please ensure care plans are updated and current.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Licensing reviewed 3 staff files and noted one was missing immunization status.

  Corrective action. Please ensure staff files are complete.
