- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. There were gaps in between the rubber tiles in the outdoor play area, they were observed to be approximately 1.5 inches in width. These were observed in the Group Child Care (30 Months to School Age) play area, this poses a tripping hazard to the children in care.
Corrective action. Manager has notified the owner, who is aware of this and will address it.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. In one Group Child Care (30 months-school age program) there was a foam climbing apparatus that could fall was stacked next to the nap mats. In one Group Child Care (under 36 months) there are a number of cardboard boxes stored high on a shelf that are not secured and could fall. In both outside play areas there is limited to no shade. There are 2 shade structures that do not provide adequate shade in the Group Child Care (under 36 month) program and no shade in the Group Child Care (30 months to school age program). The ground surface was hot to the touch. The Manager has shade sails to install but has not installed them.
Corrective action. Ensure that a healthy and safe environment is provided.
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Two Educator or Assistant certificates were not posted
Corrective action. Ensure that all Educator and Assistant certificates are posted.
10070 - CCLR s.11(4) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. In the Group Child Care (under 36 month) programs the following was observed: -No Infant Toddler Educator was scheduled to work in the program room in the mornings. -At the time of the inspection there were two Educator Assistants and one Infant Toddler Educator working in one program. -Educator Assistants were working as the second staff person in the programs on a regular basis A discussion was had with the Manager and this is typical practice.
Corrective action. Ensure that the ratio of employees to children is no less than permitted in Schedule E.

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. An electrical box on the outdoor play area has come loose posing a hazard to children playing in the area. Additionally latches on classroom cupboards were not secure at the time of the inspection allowing children to have access to hazardous items stored within the cupboards. The LO reviewed these items with the manager and Licensee at the time of the inspection.
Corrective action. Ensure all equipment is free from hazards at all times.
11080 - CCLR s.15(1)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following items were reviewed at the time of the inspection; - walls and doors of the facility show signs of wear and tear with chipped paint and some exposed dry wall - two screens on a washroom floor is covered with duct tape which results in ineffective cleaning of the area - a blind cord on one classroom is loose posing a hazard to the children playing in the area - keys in the classroom doors can pose a risk to the children entering and exiting the classrooms - slides and ladders on two play structures on the outdoor play areas are damaged and presently accessible to the children playing in the area - rubber tires are stacked to high on the outdoor play area posing a risk to children play on or around them - boards blocking area's near planter boxes have come loose posing a hazard to children playing in the area on the outdoor play area
Corrective action. Ensure all furniture, equipment and fixtures are clean and in good repair at all times.
11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. A fridge in a classroom that stores children's milk and bottles did not have a thermometer present. LO reviewed this item with the manager and Licensee during the inspection.
Corrective action. Ensure health and hygiene practices are in place.
15030 - CCLR s.46(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Fire extinguishers were reviewed during the inspection. The equipment has expired and requires servicing. This is a repeat contravention and the LO reviewed with the Manager and Licensee the requirement for this equipment to the serviced annually.
Corrective action. Ensure equipment used to mitigate and respond to emergencies is well maintained and serviced annually.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was obeserved during inspection in different rooms: - Nap blankets are stored touching. Facility sends personal blankets and soft toys home each day for washing however it was evident by the dirt that was on the items that some of these were not washed. In one room all the blankets were piled on top of one nap mat, in the other room the nap mats were stacked against each other and the items on top of all the mats. - In one room, the bathroom was jammed full of storage items including the garbage bin, diaper pail, changes of clothing, wipes, and other items were stored against the toilet when a child would be seated within reach. The change mat was stored on the toilet. -In one room, children's waterbottles were visibly soiled with food and were stacked with the mouth pieces touching each other in a small bin. They are readily accesible so that children may drink from them as needed.
Corrective action. Please ensure that a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must have one toilet and wash basin for every 10 children or fewer.
Observation. It was identified in 2 rooms in the facility one bathroom is restricted from the children's use. It is used as a storage room, staff and the manager stated that they had limited storage in the room but were looking into a shelving unit. In the second room, the bathroom has been sealed shut. The manager had no knowledge of why this bathroom door was sealed shut and there is no record of this information on file. Both of these bathrooms were counted in the approval for capacity in these rooms.
Corrective action. Please provide a plan as to how this will be addressed.
11060 - CCLR s.14(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. In the toddler program there was a bleach bottle stored accessible to a child that would be using the toilet.
Corrective action. Please ensure that hazardous items are not accessible to children in care.
11200 - CCLR s.17 - POLICIES AND PROCEDURES
A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation. 3 fire extinguishers were reviewed at the facility and none of them had a tag indicating when and if they were serviced. The Manager was unaware that these were due or when they were last checked.
Corrective action. Please ensure that a system is put in place to have these fire extinguishers services annually as required by the Fire Services act.
13010 - CCLR s.22(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. 6 random staff files were reviewed and 1 staff file obtained a criminal record check obtained through another organization. Manager was not aware that this was the incorrect CRC.
Corrective action. Please ensure that the criminal record checks are done through the Records review board in Victoria.
