A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. LO observed a pressure washer in the infant and toddler playground, accessible to children in care.
Corrective action. Staff stated this item would be removed from the playground prior to children entering the space.
11200 - CCLR s.17 - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. LO observed no infant and toddler educator in the Group Child Care (Under 36 Months) program. The program was operating with two early childhood educators.
Corrective action. Staff stated an infant and toddler educator would be present in the Group Child Care (Under 36 Months) program moving forward.

Observation. The facility did not have sufficient staff to meet the requirements of the CCLR regarding group sizes and staff to children ratios on several dates since March 2025, as they did not replace an ECE within 30 days of the date that an ECE ceased employment.
Corrective action. A staffing exemption has been requested and approved while a staff completes their ECE certification.

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. The facility window coverings and blind cords were reviewed during the inspection in both classrooms and nap room. The LO did observe that the window coverings design did present a risk to children in care in both the nap room and two classrooms. The LO reviewed this item in depth with staff in both programs at the time of the inspection.
Corrective action. Ensure equipment, furniture and supplies are free from hazards.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following in the IT program: - Camera wire hanging within reach in the nap room accessible to children. Camera is stored on top of a cupboard. - 3 cube chairs stored in the bathroom, Staff stated that they use them only in the bathroom as a waiting area for toilet training, they were in close proximity to the toilet (within 6 inches). However during lunch they were used in the eating area without being sanitized between uses. Group child care program: - Long red strap (approx 8 ft) used to secure nap mats was dangling from a high upper shelf. This poses a strangulation risk or risk of the upper shelf being dismantled if a child was to hang on it. - Bedding was stored on nap mats between uses, however the bedding was touching, potential for spread of germs. - Extension cord used for the light table was draped over the paper towel dispenser and plugged into the light table. This poses a risk for strangulation.
Corrective action. Please ensure that a healthy and safe environment is provided at all times.

A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. Licensing reviewed 1 care plan which included medication. However the medication was expired as of March 2021. Staff were unaware that it had expired and said they thought the child no longer needed the medication.
Corrective action. Please ensure that medication is reviewed to ensure availability if required.
16080 - CCALA s.7(1)(b)(i) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Licensing reviewed 1 care plan. Date of initial review was 2019. No record of whether it has been reviewed with a parent since it was made. Staff thinks that it is no longer needed, but was unsure.
Corrective action. Please ensure that care plans are reviewed at least once a year with parents to ensure information is accurate and staff have direction to react appropriately.
19260 - CCLR s.58(2)(b) - STAFFING
Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (a) a criminal record check for the person.
Observation. An individual volunteering at the facility did not have a CRC from the criminal records review board in Victoria. Individual stated they do have a current CRC, but only had an RCMP check onsite.
Corrective action. Please ensure that volunteers have all documents required on site.
