- STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Three staff files were reviewed and one qualified staff working in the program did not have their ECE Certificate validated through the ECE Registry.
Corrective action. Ensure all staff files are complete including validation of certificates through the ECE Registry. Staff indicated the manager would follow up in the days to come.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Shelves were pulled away from the walls and not secured. The staff explained that the walls are being painted tonight and that they will be re-secured tomorrow. Items such as bleach, Lysol were available in one of the bathrooms accessible to children. Shaving cream with the hazard warning "Keep out of reach of children" was observed in the classroom.
Corrective action. Staff said the shelves will be re-attached tomorrow Staff said the items in the bathroom and the shaving cream will be removed today.

Observation. A review of the food to respond to an emergency showed it had expired in 2021.
Corrective action. Ensure that food to respond to an emergency is available.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment]. Observation (CORRECTED DURING INSPECTION): Staff explained that an annual emergency drill was completed in June 2022, however a record respecting compliance was not kept. A staff documented this drill during the inspection.
Corrective action. Ensure to keep a current record respecting compliance with emergency drills.

A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation. Licensing observed the fire extinguishers tags were expired, but the arrow was in the green indicating it could still be used.
Corrective action. Please ensure that a system is in place to service fire extinguishers annually as required by the Fire Services Act.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Review of 9 children's files found 1 missing the medical insurance plan number.
Corrective action. Please ensure the medical insurance plan number is obtained and recorded in children's files.
