- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. Several blind cords damaged and accessible to children within the facility. The LO reviewed these items with the manager at the time of the inspection.
Corrective action. Ensure equipment is safely constructed and free from hazards.
11080 - CCLR s.15(1)(a) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. One program has emergency supplies blocking an emergency exit. Additionally an outdoor emergency exit was blocked for one playground. These items were reviewed in depth with the manager at the time of the inspection.
Corrective action. Both items were corrected at the time of the inspection. Emergency exits should not be blocked at any time.
11090 - CCLR s.15(1)(b) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. One staff working in the program at the time of the inspection did not have their certificate posted in the facility. The LO reviewed this with the manager at the time of the inspection.
Corrective action. The manager corrected this at the time of the inspection. Ensure all qualified staff have their certificates posted.
10070 - CCLR s.11(4) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. One program did not have the necessary staff to child ratio in place. The LO reviewed the process of submitting exemptions at the time of the inspection.
Corrective action. The manager submitted to the LO during the inspection an Exemption application to be reviewed. Ensure the staff to child ratio is maintained and is no less than that permitted in Schedule E.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. A care plan that was in place was not accurate or reviewed by a parent or support person within one year. The LO reviewed the requirement at the time of the inspection.
Corrective action. Ensure care plans are accurate and reviewed at least once a year. The manager began updating the care plan details at the time of the inspection.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. -A tall fridge in one of the under 36 months program is not secured posing a tipping hazard. -A small fridge on a counter in the under 36 months program is not secured posing a tipping hazard. -A large filing cabinet not secured in one of the over 36 months programs. Although the cabinet is hard to tip over, it could pose the potential of injury in an disaster event such as earthquake.
Corrective action. Ensure tall, heavy pieces equipment are secured.
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): The licence was not posted at time of inspection. Clarifying conversation with the Manger indicated that it was taken off the wall while the facility was being painted.
Corrective action. Ensure the licence is displayed in a prominent place at all times.
10050 - CCLR s.11(1) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. A support worker who is present on a full time basis did not have criminal record check through the CRC Review Program. They did have an Police/RCMP check on file.
Corrective action. Ensure a site specific CRC from the Criminal Record Check Review Program is obtained for anyone over the age of 12 who is ordinarily present at the facility.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. A tall shelf is unsecured and poses a risk in the event of an earthquake.

11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following: - a visibly soiled stroller; a staff explained that it was being used for an infant to sit in while being fed - toys stored in a bathroom next to a toilet (removed during the inspection) - mouldings in areas throughout the facility are not adhered to the walls and collecting debris - the bathroom floor in one classroom is damaged and exposing a porous underlay; no longer able to be adequately cleaned - a window sill with flaking paint - a children's couch with torn fabric exposing the foam; no longer able to be adequately cleaned - two torn mats, exposing the foam, no longer able to be adequately cleaned
Corrective action. The manager explained that the flooring/mouldings/paint are scheduled for repair. - Ensure that the facility and the furniture, equipment and fixtures within it are clean and in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must have one toilet and wash basin for every 10 children or fewer.
Observation. One of the two toilets required for one of the Group - under 36 month classes was not accessible as the space was being used for storage.
Corrective action. Ensure to keep the toilets accessable at all times.
11060 - CCLR s.14(2) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. A minimum of two character references were not obtained for one or more employees.
Corrective action. Ensure to obtain two character references for all employees.
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. Of the four staff records reviewed, two did not include verification by the system maintained by the early childhood educator registry.
Corrective action. Ensure to obtain verification by the system maintained by the early childhood educator registry for all educators and assistants.
