Observation (CORRECTED DURING INSPECTION): Licensing observed the following: - an inhaler stored at the back of an unlatched drawer, potentially accessible to children - an unsecured blind cord in the classroom, potentially accessible to chidren
Corrective action. Staff placed the inhaler and blind cords out of reach during the inspection.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed damage to the walls causing exposed gyprock in both programs near where chairs are stacked and close to a garbage can. The area of damage in the IT program included peeling paint which is accessible to children.
Corrective action. The manager confirmed that these areas will be repaired.
11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed fabric hand towels in a bathroom and a kitchen, used by staff, that were not single use only.
Corrective action. The manager confirmed that towels used for staff hand drying will be single use only in future.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - some of the electrical outlets throughout the facility were uncovered (those that were accessible to children were covered during the inspection) - a baby monitor on the floor in the nap room with an unsecured cord which could pose a potential risk of entanglement - a staff explained that diaper wipes are used to clean the diaper changing mat which does not sanitize - a toddler was observed to be sleeping in a bouncy seat in the nap room which is not a safe sleep surface - a mirror, securred to the wall at children's height is not shatter proof and does not have a shatter proof film
Corrective action. A healthy and safe environment must be provided at all times
11010 - CCLR s.13(1) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. One of the staff has a certificate validation from the ECE registry; however, this staff did not have a certificate with the same qualification on site.
Corrective action. Ensure to keep staff records on site.
19320 - CCLR s.59(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Of the five staff records reviewed, one contained a valid criminal record check that was not issued to the facility.
Corrective action. Ensure that criminal record checks are issued to the facilty.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Of the five staff files reviewed, one did not include character references.
Corrective action. Ensure to obtain character references for all staff.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing observed two unsecured blind cords within children's reach in the group 30 month to school age program. A staff secured the cords out of children's reach during the inspection.
Corrective action. Corrected during the inspection.
11010 - CCLR s.13(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. A child's registration form indicates that a child may need emergency medication. There were no written directions specified by the parent regarding the administration of this medication.
Corrective action. When agreeing to administer medication, ensure to obtain written directions specified by the parent.
16010 - CCLR s.53(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. One of the four children's records reviewed did not include any emergency contacts.
Corrective action. Ensure to obtain an emergency contact for each child.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation. A child in the program requiring extra support does not have a care plan developed in consultation with the parent or any person requested by the parent.
Corrective action. Ensure to develop a care plan in consultation with the parent.
19250 - CCLR s.58(2)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs. Observation (CORRECTED DURING INSPECTION): Immunization status was not obtained for one of the three staff files reviewed. The employee provided this information during the inspection.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing discussed dishwashing procedures. Staff indicated that they are handwashing plates, cups and sippy cups in the IT program upstairs. This does not allow for proper sanitization practices.
Corrective action. Please ensure that a healthy and safe environment is maintained at all times.
11010 - CCLR s.13(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Upon arrival, Licensing noted that there were 17 children and 2 staff in the group child care program. A staff stated that a child arrived that morning that was not supposed to be in attendance and that they had let the Manager and additional staff know. The Manager arrived towards the end of the inspection. There was no ITE qualified staff in the IT program. One staff has completed her training but has not yet received her ITE certificate. There are no exemptions in place. Licensing discussed that an ITE is required in the program at all times. Licensing discussed staff ratio and it was determined that there is an ECE assistant alone with up to 8 children in the mornings from 7-8:30am. The requirement is that no more than 8 children, with up to 3 under the age of 3 for the first 30 minutes of the program. Manager stated that the 8:30am staff sometimes arrives at 8am however this still does not meet Legislative requirements. Manager said she can switch staff shifts to meet appropriate schedule E requirements.
Corrective action. A licensee must ensure that the ratio of employees to children is no less than that permitted in schedule E
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must display a copy of the fire drill system in a prominent place in the community care facility.
Observation. Licensing observed that the previously approved fire plan (site plan) was removed from the walls/exits. There was 1 written description by the front door. Manager stated that they must have forgotten to put them back up after painting the facility.
Corrective action. Please ensure that a copy of the fire plan is displayed in a prominent place in the facility.
13030 - CCLR s.22(3) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Licensing reviewed 5 children's files. It was found that 1/5 did not contain a record of if a child was immunized or not. Manager stated that the child no longer attends the facility.
Corrective action. Please ensure that files are completed prior to the child being in attendance.
