    Observation. When Licensing arrived, the program was in transition between play and nap. The transition was very chaotic. A frustrated staff took a child up by the wrist and pulled child over to the toys the child had thrown. The child did not participate in clean up, staff finally cleaned up the toys.

    The certificates, or copies of certificates, of early childhood educators and assistants are prominently displayed in the facility. [CCLR 11(4)]

    Observation. Three ECEA certificates were displayed. The certificate for the ECE was not displayed.

    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. Program room has long counter with a large sink with cupboards and drawers below. Cupboard doors below sink are heavily damaged by water and in complete disrepair; the damage extends past the single cupboards doors under the sink. The countertop itself is also damaged and "fixed" with duct tape. There is a long set of cupboards above the counter that seem to loom forward, coming off the wall. Inside the cupboard doors, there is visibly separation of the cupboard structure.

    Observation. During inspection Licensing observed concerning behaviour by a child. Staff confirmed that this behaviour is typical and when asked, shared that there is no care plan for the child.

    Observation. Licensing observed incidents during inspection that are reportable to Licensing. Staff confirmed that the incidents observed have happened previously. No notice of incidents have been reported to Licensing.

    Observation. The outdoor playground is located alongside the parking lot. The area is fenced and gated; however, the gates do not latch and easily swing wide open on to the parking lot. Staff currently tie it shut with webbing.
