    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Licensing observed that children's bedding is touching when stored.

    Corrective action. The staff said they will seperate the children's bedding when stored to ensure it is not touching and mats will be sanitized daily.

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. Licensing checked the contents of the evacuation kit and found that there was not enough water for 72 hours available for the children in the event of evacuation.

    Corrective action. The staff said they will include more water in the evacuation kit.

    Observation. Licensee did not notify the licensing officer of a reportable incident that occured on May 28 2025. Staff said they did not know that this was a reportable incident. Licensing discussed Schedule H with the staff. This is a repeat contravention.

    Corrective action. The staff will report reportable incidents as stated in CCLR Schedule H in 24 hours.

    Observation. During walk to the outdoor away play area, Licensing observed that while children and staff were waiting on the sidewalk for the crosswalk sign, one staff member at the front of the line answered a phone call on daycare's cell phone by looking away from the children and the traffic light. Licensing discussed cell phones must not be used while supervising children.

    Corrective action. Licensee said that cell phones will not be used by staff while supervising children.

    Observation. During outdoor play, children did not have access to drinking water or outdoor toys; and staff did not have cleaning supplies. Outdoor Away Play Area policy was not being followed.

    Corrective action. Licensee said Outdoor Away Play Area policy will be followed daily.

    Observation. Six care plans were reviewed. All of the care plans were missing the steps that need to take place after medication has been given to a child and permission to administer medication to the child. Two care plans did not have specific instructions about when and how much medication needs to be administered.

    Corrective action. All care plans need to have permission to administer medication, the circumstances when and how much medication is to be administered and what staff need to do after medication has been administered.

    Observation. Files for 16 children were reviewed. Care plans were not available for 6 children. This was discussed with the Licensee Contact during Routine Inspection #WBET-BDWQEX dated July 9, 2019.

    Corrective action. A plan that gives staff instructions on actions that need to be taken needs to be available for all children requiring extra support.

  • STAFFING

    Despite the employee qualifications required by Column 4 of the table in section 1 of Schedule E [group sizes and employee to children ratios], a licensee must replace an absent employee described in Column 1 of the following table who is absent (b) for 30 consecutive days or more with a person described in Column 3 opposite that employee and the row in Column 2 labelled as "≥ 30 days".

    Observation. The facility manager has been absent since February 13, 2020 and no replacement manager has been approved.

    Corrective action. A person qualified to be a manger must be appointed and notice given to the Licensing Officer if the manager is away from the facility for more than 30 consecutive days.
