A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed that children's bedding is touching when stored.

Corrective action. The staff said they will seperate the children's bedding when stored to ensure it is not touching and mats will be sanitized daily.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Licensing checked the contents of the evacuation kit and found that there was not enough water for 72 hours available for the children in the event of evacuation.

Corrective action. The staff said they will include more water in the evacuation kit.

A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.

Observation. Licensee did not notify the licensing officer of a reportable incident that occured on May 28 2025. Staff said they did not know that this was a reportable incident. Licensing discussed Schedule H with the staff. This is a repeat contravention.

Corrective action. The staff will report reportable incidents as stated in CCLR Schedule H in 24 hours.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Licensing reviewed 5 staff files and immunization status was missing for 5 staff .

Corrective action. Staff said that the immunization status of the staff will be obtained

Observation. During investigation, the manager had asked a parent to withhold information from licensing about their child being strapped to a chair as a form of behavioural guidance.

Corrective action. Licensee must not withhold information from licensing during an investigation.

Observation. Belts were used to strap children to chairs as a form of behavioural guidance.

Corrective action. Licensee must use positive guidance strategies to guide children's behaviour.

Observation. Licensee did not notify the licensing officer within 24 hours that a child was involved in a reportable incident on August 15, 2024.

Corrective action. Licensee must notify the medical health officer within 24 hours after a child is involved in, or may have been involved in, a reportable incident described in Schedule H.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): During inspection Licensing observed the following were within children's reach: -In one children's bathroom - diaper creams were stored on a shelf at children's height -In one classroom - Licensee's purse was kept on a children's table -In one classroom -Restoralax bottle was stored in a child's cubby Licensee made all these items inaccessible during inspection

Corrective action. Licensee said that these items will be stored out of children's reach in both classrooms

A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,

Observation. During walk to the outdoor away play area, Licensing observed that while children and staff were waiting on the sidewalk for the crosswalk sign, one staff member at the front of the line answered a phone call on daycare's cell phone by looking away from the children and the traffic light. Licensing discussed cell phones must not be used while supervising children.

Corrective action. Licensee said that cell phones will not be used by staff while supervising children.

A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.

Observation. During outdoor play, children did not have access to drinking water or outdoor toys; and staff did not have cleaning supplies. Outdoor Away Play Area policy was not being followed.

Corrective action. Licensee said Outdoor Away Play Area policy will be followed daily.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Licensee said annual emergency drills are conducted but not recorded.

Corrective action. Licensee said annual emergency drill will now be documented.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility. Observation (CORRECTED DURING INSPECTION): One child's file was missing date of enrolment. Licensee wrote the enrolment date during inspection.This is repeat violation from inspection #LVIA-CDTT3K.

Corrective action. Licensee said date of enrolment will be noted in children's file when they start attending the daycare.

Observation. Upon inspection there was a large locker unit that posed a fall hazard in the event of an earthquake.

Corrective action. Please ensure large furniture is anchored to the wall.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.

Observation. Upon inspection the emergency exit was partially blocked with the children's beds.

Corrective action. Please ensure emergency exits are not blocked or hampered.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Upon inspection there was bleach solution and disinfectant accessible to the children in care.

Corrective action. Please ensure children do not have access to any substance that may be hazardous to the health and safety of a child.

If a person prepays part of the cost of services provided by a class of community care facilities designated by the Lieutenant Governor in Council, the licensee must, at the time of the prepayment, deliver to the person a written statement setting out the terms and conditions on which a refund of all or any of the prepayment will be made.

Observation. The Manager was unable to produce written evidence showing prepayment policy was delivered to families upon enrollment.

Corrective action. Please ensure children's records are complete.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Upon inspection, there was not sufficient water in the emergency supplies to last a few days for every child.

Corrective action. Please ensure facility has sufficient emergency supplies.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

Observation. Care plan not developed in consultation with the parent or any person requested by the parent.

Corrective action. Please ensure the children's files are complete.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. The care plan was not reviewed annually with the parent or any person requested to by the parent.

Corrective action. Please ensure children's records are complete.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Upon inspection, there was a tall black cabinet with wall anchors that were detached out of the wall which posed a tipping hazard in the event of an earthquake.

Corrective action. Please ensure a safe environment is provided at all times.

A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

Observation. Upon review of the children's records, 1 file did not have parent consent to call an ambulance or medical practitioner.

Corrective action. Please ensure the children's files are complete.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Upon review of 8 children's records, 3 files did not contain dates of enrollment.

Corrective action. Please ensure the children's files are complete.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Upon review of the staff records, 1 staff did not have their licence verified by the Early Childhood Educator registry.

Corrective action. Please ensure the staff files are complete.

Observation. Licensing determined a care plan was not developed in consultation with the parent or any person requested by the parent.

Corrective action. Corrective action required.

If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.

Observation. Upon inspection, medication found on site was not indicated in the child's careplan.Care plan medication was not accessible to the staff.

Corrective action. Please ensure medication indicated on care plan is consistent with the medication on site.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): A backpack containing medications and eip-pens was in the cubby area and accessible to children.

Corrective action. The backpack was removed during this inspection. The backpack must not be accessible to children at any time.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

Observation. Six care plans were reviewed. All of the care plans were missing the steps that need to take place after medication has been given to a child and permission to administer medication to the child. Two care plans did not have specific instructions about when and how much medication needs to be administered.

Corrective action. All care plans need to have permission to administer medication, the circumstances when and how much medication is to be administered and what staff need to do after medication has been administered.

A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. There are not enough emergency supplies for all of the children for up to 72 hours and there are no foods in the emergency supplies that are suitable for children who have dietary restrictions. This item was noted on Routine Inspection #WBET-BDWQEX dated July 9, 2019.

Corrective action. Appropriate emergency supplies for all children need to be available at the facility.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Emergency contact information for one child is not available.

Corrective action. Please ensure that all children's files have information for an emergency contact person.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. A care plan for a child with additional needs has not been reviewed in the past 12 months.

Corrective action. Please ensure all care plans are reviewed at least once every 12 months.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

Observation. Files for 16 children were reviewed. Care plans were not available for 6 children. This was discussed with the Licensee Contact during Routine Inspection #WBET-BDWQEX dated July 9, 2019.

Corrective action. A plan that gives staff instructions on actions that need to be taken needs to be available for all children requiring extra support.

Despite the employee qualifications required by Column 4 of the table in section 1 of Schedule E [group sizes and employee to children ratios], a licensee must replace an absent employee described in Column 1 of the following table who is absent (b) for 30 consecutive days or more with a person described in Column 3 opposite that employee and the row in Column 2 labelled as "≥ 30 days".

Observation. The facility manager has been absent since February 13, 2020 and no replacement manager has been approved.

Corrective action. A person qualified to be a manger must be appointed and notice given to the Licensing Officer if the manager is away from the facility for more than 30 consecutive days.
