Observation. A staff was involved in cleaning duties and not providing adequate supervision when a biting incident occurred between 2 children.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): Licensing observed attendance records in the 3-5 program were incomplete with 8 children signed in but 10 children in attendance. Discussed as a concern in an emergency evacuation situation

- MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees. Observation (CORRECTED DURING INSPECTION): Medication was not readily accessible to employees as key to locked box could not be located. Staff were not aware of the location of the key to the medication lock box. Further discussed with the manager.
Corrective action. Please ensure all staff are aware to provide immediate access to any medications required by children. Key was found
16020 - CCLR s.53(1)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. On review of three staff files, Licensing observed that two were missing validation of Certification from the Registry.
Corrective action. Please ensure staff files are current.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for one of three employees.
Corrective action. Please ensure an audit is completed of staff files.

Observation. Licensing observed that not all staff certificates were prominently posted. Discussed with the new manager.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. Licensing observed that the emergency drill has not been practiced by staff - further discussed regarding the intent of this piece of legislation
Corrective action. Manager will provide a corrective action plan by the date below.

- RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. The care plan was not reviewed annually with the parent in relation to a child requiring medication. This was discussed with a staff on site as to the requirements of legislation.
Corrective action. Please ensure any care plan intended to support a child is reviewed with parents annually to ensure the information is accurate and up to date.
19260 - CCLR s.58(2)(b) - STAFFING
A licensee must do all of the following: (d) appoint a manager for the community care facility.
Observation. Licensing observed that a Manager name was not posted and the named Manager was not officially appointed as the Manager by the Licensee. This was further discussed with the previous Manager (currently named) and identified as a recent change, but over 30 days.
Corrective action. Please submit a change of Manager form to Licensing. A form will be provided by email.
