A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed the diaper change pad to have a split down the seam. This encourages bacteria to be stored and possibly transmitted.

Corrective action. Please ensure equipment is in good repair.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing observed cleaning solution stored in a hallway which was accessible to children. Discussed with the manager to ensure safety at all times

Corrective action. Please ensure areas for storage of hazardous materials remain inaccessible to children

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Licensing observed records for fire drill which were not completed for the months of March, June, and July. Manager said that the drills were practiced since she has been working at the facility.

Corrective action. Please ensure documentation is completed after a drill.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. Of three child records reviewed, two were missing digital images.

Corrective action. Please ensure all information is present in children's files.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Of three files reviewed, two were missing medical insurance plan number

Corrective action. Please ensure all records are complete prior to attendance

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Of three child records reviewed, two were missing enrolment dates

Corrective action. Please ensure all information is gathered for children's records.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Validation for the manager's certification is not current

Corrective action. Please ensure when certificates are renewed, a new validation is obtained.

A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.

Observation. In discussion with the manager, it was evident that she had not been orientated in evacuation procedures as could not locate the emergency supplies. Further discussed as to the requirements of legislation

Corrective action. Please ensure any staff is fully orientated on facility policies and procedures to ensure child safety at all times.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Character references for the manager were generic and did not appear to be collected by individuals. There were only two references on file when three are required for the manager

Corrective action. Please ensure staff are appropriately screened prior to employment.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed weeds in the outdoor play area which children have access to. Staff do a morning check for any safety related concerns such as garbage.

Corrective action. Please ensure general maintenance practices are in place.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing observed hazardous items located in the bathroom sink cupboard which was accessible to children

Corrective action. Please ensure access to this area is restricted to ensure children's safety.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Licensing observed that children did not wash hands prior to eating lunch, after playing with toys. Licensing did observe a child washing hands after using the bathroom. Licensing also discussed with the staff and Director the process of sanitizing all surfaces after washing with soap and water. Sanitization products were not available for staff use.

Corrective action. Please ensure appropriate hygiene practices at all times.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. Manager name was not posted. Director said that it used to be. Manager is on a leave at present.

Corrective action. Please ensure any manager of the facility has their name posted to inform the families.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. Licensing observed that the staff on site today did not have her certificate posted as required.

Corrective action. Please ensure all staff working at this site have their certificates prominently posted.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. On review of three children's files, two were missing photos.

Corrective action. Please ensure all children's records are complete.

A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (4) Despite subsection (1), a licensee who provides a care program described as Occasional Child Care need not provide a program of outdoor activities. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.

Observation. In discussion with the staff, daily outdoor play was not provided by request of parents or due to cold weather. Discussed further with staff.

Corrective action. Plese ensure all children are provided with daily outdoor play to promote healthy lifestyle

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Two children's files were missing enrolment dates

Corrective action. Ensure all files are current and complete

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. On review of the staff file for the staff on site today, no character references were available. Discussed with the Director.

Corrective action. Please ensure that staff are appropriately screened and documentation obtained prior to working with the children

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Staff on site did not have a current criminal record chek on file. Director stated that it was applied for, but no evidence of previous clearance.

Corrective action. A health and safety plan will be required for this staff to continue working alone at the facility.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one or more employees.

Corrective action. Please ensure staff files are complete.

A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.

Observation. In discussion with the staff, orientation has not taken place to ensure a safe emergency drill, nor is the emergency policy available for staff review.

Corrective action. Please ensure all staff are appropriately orientated in facility emergency procedures.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. Staff file did not have validation of certification from the ECE Registry.

Corrective action. Please ensure all staff files were complete at the time of employment.

Observation. A record of the person's work history was not obtained for one or more employees.

Corrective action. Please ensure staff files are complete prior to working with the children.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Licensing observed that the evacuation drill had not been recorded, although Manager stated that it had been conducted.

Corrective action. Please ensure drills are recorded as per legislation requirements. Licensing will provide a template for recording purposes

A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.

Observation. On review of a staff files, Licensing observed the following items missing for a staff working on site today: Resume; character references; immunization. Manager said that this staff was being orientated at present and not left alone.

Corrective action. Please ensure all documents required in Section 19 of the CCLR are present for review prior to the employee working at the facility.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Fire drill was not practised or recorded for the month of January

Corrective action. Please ensure fire drills are practised and recorded monthly

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. 5 children's files audited; 2 missing Medical practitioner name and number; or medical clinic name and number
