• POLICIES AND PROCEDURES

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

  Observation. Staff were unable to locate records for emergency drills. The current school year records are ready and posted for use this year.

  Corrective action. Please ensure records are available for review that are required to be kept.

• STAFFING

  A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.

  Observation. On review of staff records, icensing observed that three staff working today did not have an employee file on site for review. Licensing notes that they did have current criminal record checks available for each of these staff.

  Corrective action. Please ensure all documentation as per Section 19 of the CCLR is available for review.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. On review of three staff files, Licensing observed that one was missing character references.

  Corrective action. Please ensure staff are fully screened and records are available for review.

• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

  Observation. Licensing observed that only 1 of 4 certificate holders had a validation of file. 1 of the 4 was expired after recently being renewed.

  Corrective action. Please ensure all certified staff are validated through the ECE Registry.

• STAFFING

  A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

  Observation. On review with staff, annual emergency evacuation is not practiced as the staff were unaware of the procedure and where to locate the emergency supplies. Staff did say that earthquake drills are practiced every two months.

  Corrective action. Please ensure each staff practices implementing an annual emergency evacuation drill.

  Observation. Audit of four (4) staff files revealed one (1) Criminal Record Check is not site specific and was not obtained through the sharing process available via the CRC online system. Three (3) staff files did not contain current Criminal Record Checks or at a minimum updated checklist documenting the expiry dates.

  Corrective action. Please ensure all legislatively required documentation is obtained and maintained at all times
