    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. LO observed and discussed the following with staff today: - Toddler Naproom: floor length curtain by the window poses potential strangulation and suffocation hazard. - Transition strip between the two play rooms: lifted and loose materials on the doorstep posing a tripping hazard.

    Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

    A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

    Observation. All the children's books on the shelf were ripped, torn and broken.

    Corrective action. Ensure that all materials accessible and available to the children are in good repair.

    Observation. LO observed that children are assigned 1 hand towel per day, and are not using single use towels to dry their hands after hand hygiene.

    Corrective action. Ensure that children use single use hand towels, or disposable paper towels to dry their hands after each hand washing.

  • EQUIPMENT AND FURNISHINGS

    A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency. Observation (CORRECTED DURING INSPECTION): Licensing observed a large bean bag chair and a large teddy bear placed in front of the emergency exit.

    Corrective action. Please ensure no furniture of supplies are placed in front of the emergency exit to ensure a safe exit in case of emergency.

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The following was observed in the outdoor play area: -A water table was placed next to the fence. A large drop off was observed on the other side of the fence.This could present a potential climbing and falling hazard. Corrected during the inspection. -A climber was located close to the fence. The climber must have at least a 6 foot fall distance around the climber

    Corrective action. Please ensure a healthy and safe environment is provided at all times the children are in care.

    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

    Observation. A staff was changing the children's diapers. Licensing observed the staff removing the gloves used for diaper changing in the play area and not washing her hands before diapering another child. In addition the staff did not wash their hands after removing gloves after diapering the final child.

    Corrective action. Please ensure staff follow hand and hygiene practices after diapering.

    Observation. Licensing reviewed the attendance records for September and August. All of the children's departure times were missing for one day. This is a repeat contravention from inspection #CLAN-CKXVK9

    Corrective action. Please ensure attendance records are complete.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The following was obseved during the inspection: -Children's wash cloths were hung in the washroom. The washcloths were hanging close together and were touching. This could have the potential for cross contamination. -Licensing observed a staff changing the children's diapers. Licensing observed the staff using the same gloves for multiple diaper changes and the staff did not wash her hands between or after diaper changes. In addition the staff did not disinfect the changing surface with an approved disinfectant between changing children's diapers.

    Corrective action. Please ensure a healthy and safe environment is provided at all times.

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

    Observation. Licensing observed the following inside the facility: -medication on the counter within reach of the children. This was corrected during the inspection -a speaker with a long cord was plugged into an outlet in the washroom. The speaker was sitting on the counter top next to the sink.

    Corrective action. Please ensure children do not have access to any objects or substances that may be hazardous to their health and safety.

  • HYGIENE AND COMMUNICABLE DISEASE

    A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,

    Observation. During the inspection Licensing observed the staff changing diapers on a change table in the play area. In discussion with the Licensee she states she changes the younger children on the change table to ensure they have a safe place and don't fall. The Licensees proposed plan was to change children on a mat on the floor in the washroom as this would preserve the child's dignity and ensure the Licensee has access to a sink beside the diaper changing area as required in the legislation.

    Corrective action. Please ensure the children's dignity is maintained by changing the children's diapers in the washroom and place the diapering area next to a sink to comply with the legislation.

  • OR SUPERVISION

    Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

    Observation. Licensing arrived at the inspection at 10:15 am. The Licensee and another staff were present at the facility. The Licensee is an Infant Toddler Educator. In discussion with the Licensee she stated that the staff was in the process of completing her Early Childhood Educator Certificate (ECEA) and another staff would arrive shortly. No records were present at the facility for the staff. The legislative requirement is one Infant Toddler Educator for 4 children and one Early Childhood Educator (ECE) for 5-8 children to be present all times. An ECEA staff can temporarily replace an ECE for up to 30 days. As the staff was in the process of obtaining her ECEA certificate this did not meet the legislative requirement. The serious risk to children in care was discussed with the Licensee. Another staff who has their ECE arrived 15 minutes into the inspection.

    Corrective action. Please ensure the ratio of employees to children attending the facility is no less than the legislative requirement outlined in Schedule E in the Child Care Licensing Regulation.

    In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

    Observation. During the inspection Licensing reviewed the staff records and the children's records. One staff record and one child's record was not present. Both the staff and the child were in attendance. In discussion with the Licensee she stated she had reviewed all of the staff's information but did not have a copy of the information on site. The child's record was brought to the daycare by the parent during the inspection.

    Corrective action. Please ensure staff records and children's records are on site when staff and children are in attendance.
