Observation. All children's files were reviewed. 2 lacked emergency consent.

Observation. All children's files were reviewed. 1 lacked his MSP # & 1 lacked her immunization status.

Corrective action. All requirements of s.57(2) must be obtained by children's 1st day of care.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. All children's files were reviewed. 5 enrolment dates showed month & year only.

Corrective action. Enrolment dates must be complete (month, day, & year).

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. All children's files were reviewed. 2 lacked a physical or digital photograph.

Corrective action. All requirements of s.57(2) must be obtained by children's 1st day of care. Photographs aid 1st responders in the search of a missing child.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. All employee files were reviewed. 2 lacked their immunization status.

Corrective action. All requirements of s.19(1) must be obtained by employees' 1st day of employment.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

Observation. The manager was unaware of the requirement to practice implementing the emergency plan annually.

Corrective action. The emergency plan must be practiced annually, followed by documentation.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. During the inspection Licensing observed the following: -Bleach and other chemicals were located in the kitchen on the floor. The kitchen door was open. -A cupboard containing various chemicals was easy to open. This is a repeat contravention from inspection #CLAN-CPAUSP

Four children's records were missing immunization status. This is a repeat contravention from inspections #CLAN-CCTUJN and #CLAN-CC3TX3.

Corrective action. Please ensure to create a system to maintain children's records

A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.

Observation. During the inspection Licensing did not observe the minor incident log

Observation. Five children's records were reviewed. Three children's records were missing a name of a medical practitioner. .

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

Observation. Licensing did not observe a record of an annual evacuation drill completed for 2024

Corrective action. In discussion with staff they could not recall the last time an evacuation drill was completed

Observation. Licensing did not observe a record of fire drills for 2024

A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.

Observation. Licensing asked a staff where the emergency supplies were located.

Corrective action. In discussion the staff was unsure where the emergency evacuation supplies were located.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Licensing reviewed 2 staff records. One staff record was missing character references.

Observation. Staff did not follow the facility behavioural guidance policy as Child A was required to apologize to children and staff to return to the program which was harsh and degrading.

Corrective action. Corrective action plan to be submitted.

Observation. Staff did not notify the licensing officer within 24 hours that a child was involved in or may have been involved in a reportable incident as described in Schedule H as required.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.

Observation. Licensing observed there are two emergency exits in the facility. Both exits were partially blocked.

Corrective action. Please ensure emergency exits are not blocked to ensure a safe exit in case of an emergency.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. Licensing measured the water temperature. The water temperature in one of the sinks measured 49.9 degrees Celsius. Please provide active supervision in this area until this is fixed

Corrective action. Please ensure the hot water is heated to no more than 49 degrees Celsius to meet the legislative requirement.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. A door to the closet was easy to open. On the floor were various chemicals such as bleach, Borax and laundry detergent. This was corrected during the inspection.

Corrective action. Please ensure children do not have access to any objects or chemicals that may be hazardous to their health and safety.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. During the inspection the following was observed: -4 electrical outlets did not have outlet covers -A large heavy speaker was on top of a rolling cart. This was not secured and may have the potential to fall over.

Corrective action. Please ensure a healthy and safe environment is provided at all times.

A licensee must make available to parents information on the food and drink given to children.

Observation. During the inspection Licensing observed a snack menu was not posted in the facility.

Corrective action. Please ensure to make available information to the parents on the food and drink given to the children.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Licensing observed the record of fire drills and the annual emergency drill. The last recorded fire drill was in February 2022. The annual emergency drill was not recorded. In discussion with the Manager she stated these drills were practiced but they were not recorded.

Corrective action. Please ensure to record fire drills and the annual emergency drill.

Observation. During the inspection the attendance records were reviewed. Several departure times were missing for the month of February.

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

Observation. Licensing observed the staff record and Manager record. First aid certificates were not on file. In discussion with the Manager she stated she and the current staff at the facility did not have first aid certificates.

Corrective action. Please ensure children have immediate access to an employee who holds a valid first aid certificate

Observation. Immunization status was not obtained for one employee.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. One staff record and the Managers record were reviewed. The staff record was missing a site specific Criminal record check (CRC)

Corrective action. Please ensure staff records contain site specific CRC's

Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.

Observation. Upon arriving at the inspection Licensing observed that the children and the staff were not located in the space that the facility is licensed to use. The children were located in the main hall, above the facility. In discussion the Manager identified that there was work being done in the licensed child care space and she thought that the children could use the main hall space as it was spring break. Licensing discussed how the space was not licensed and pointed out some health and safety concerns. Several chairs were stacked high on the sides of the room. In addition there were not sufficient washrooms for the children on the same level. The children and staff re-located to the outdoor play area until the work was completed. The Director, the Manager and Licensing met briefly prior to todays inspection, at the routine inspection on February 25, 2022 to discuss the viability of the main hall space. Licensing stated that the main hall of the facility would need to be inspected prior to licensing to identify any health and safety issues and that there were not sufficient washrooms for the children in the child care on the same level. Licensing suggested scheduling an inspection time at a later date.

Corrective action. The facility Manager or Licensee is required to notify Licensing immediately of any change that may impact the licensed area of the facility.

Observation. During the inspection licensing observed that the Manager's name was not posted. This was not corrected by the date specified on the routine inspection. This is a repeat contravention

Observation. Licensing observed the following in the facility: -a kettle in the kitchen was warm to the touch. This could cause a potential burning hazard. This was removed during the inspection. Licensing recommended access to the kitchen be restricted to staff only. -a coffee maker with hot water was observed on a table in the classroom -two pressurized spray bottles of disinfectant were on a table at the children's level. This was removed during the inspection -the mechanical room was left open. Loose cords were observed.
