A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Walls in the bathrooms are visibly dirty A child toilet in the infant toddler room has stains in the toilet bowl The outside railing to the deck in the 3-5 playground is missing some vertical railings posing a falling hazard The snow fence used in the large 3-5 playground is falling down nap mats used in 3-5 room are showing wear and tear with the corners breaking making it unable to be sanitized. the diaper change area in the 3-5 classroom is missing a large portion of the corner of the mat exposing the foam making it unable to be sanitized.
Corrective action. Provide a plan on how you are going to correct the above and how you are going to monitor your facility to be clean and in good repair.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Licensing observed Infant/Toddler Ratio – Staff to child ratio not maintained. One of the staffs’ ECE certificate expired, it was determined she works alone with children at the beginning of the day therefore, not adhering to the Child Care Licensing Regulation Schedule E.
Corrective action. The Manager advised Licensing she will alter the schedule of staff to ensure schedule E is followed until the staff receives her renewed certificate. Licensing suggested an exemption as another option.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Licensing observed the care plans were not reviewed annually with the parent or any person requested to by the parent. .
Corrective action. The manager said she will review the care plans with the parents for any changes.

Observation. During the inspection the following was observed: -A door to the kitchen was open. There were chemicals at the children's level located under the sink. Vitamins were located in an unlocked cupboard at the children's level -Plastic bags and a bottle of disinfectant were located next to the change mat. -Disinfectant spray was placed close to the counter top within easy reach -Hand sanitizer was located in the cubby area. This was within the reach of children

Observation. The record of fire drills was observed. The October fire drill was practiced but not recorded.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During the inspection licensing observed the following: -laminate flooring was lifting in some sections in the classroom. This could cause a potential tripping hazard. This is a repeat contravention from inspection # CLAN-BYQT7J -a square table had a chip in it and the wood was exposed. This could be difficult to clean -several chips in the paint where drywall was exposed in the 3-5 classroom.
Corrective action. Please ensure the facility is in good repair.

In addition, rust was observed on a bracket attaching a shed and several chairs in the sandbox. Rust was observed on railings (repeat contravention from inspection # CLAN-BKMNHE), the handles of a teeter totter. Rust can present a potential health hazard. This was not corrected by the date specified on the routine inspection. This is a repeat contravention. Please provide active supervision around these areas until the rust can be removed. -A loose string of lights was located at the children's level and was not attached to the wall. This was not corrected by the date specified on the routine inspection. This is a repeat contravention Please correct this by March 17, 2022 -The accessible washroom was unlocked and the door was open. This is in the children's cubby area. In the washroom were chemicals that have labels that state," Serious eye irritant" and "If swallowed call a poison centre". Licensing closed and locked the door. Upon returning 25 minutes later the door was unlocked and the door was open again. Please ensure this is corrected by March 15, 2022.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that the fire extinguishers were expired since January 14, 2022. The extinguishers were within the area of fully charged. In discussion with the Manager she stated the company is scheduled to come later in the week.
Corrective action. Please ensure fire extinguishers are serviced prior to the expiry date to be able to respond in an emergency.

Observation. During the inspection licensing observed the following inside the facility: -washroom doors had duct tape. Duct tape is difficult to clean -the vinyl floor was lifting in several places. This could cause a potential tripping hazard -peeling paint in the nap room. This is a repeat contravention from inspection # SMOY-A7M QRJ and inspection # CLAN- B8YUD3 -The counter by the sink is cracking. This could potentially harbour bacteria. During the inspection licensing observed the following outside the facility: -the wood is rotting at the base of some sections of the fence

Observation. Licensing observed that there was no food or water in the emergency evacuation kit for the 0-36 month children. In discussion with the staff she stated that the food and water were expired and they were in the process of replacing it.
Corrective action. Please ensure that the emergency evacuation kit has all of the supplies that are needed to be prepared and be able to respond in an emergency.

Observation. Licensing reviewed the attendance records for both the 0-36 month old room and the 30 months to school age room. Several sign out times were missing for the month of February. This is a repeat contravention from inspection # CLAN-B8YUD3 and inspection #CLAN-BKMNHE.

Observation. One plug cover was missing in the cubby area of the facility. This could cause a potential electrocution hazard. In addition the latch to one of the playground gates was loose.

A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. During the inspection licensing reviewed two out of three fire extinguishers. Two fire extinguishers have the following written on the tags: Fail. The date of replacement is listed as ASAP.
Corrective action. Please ensure the fire extinguishers are in good working order to respond in a potential emergency.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. The staff files were reviewed. The Manager produced a staff qualifications list. Three staff members' information were missing the from the list. This includes: criminal record checks, record of work history, immunization status, references and ECE certificate verifications In addition one staff was missing a current ECE certificate. The serious health and safety to children in care was discussed. The Manager stated that all of the information must be obtained before a staff member is hired and that this information is located at the sponsoring organization head office.
Corrective action. Please ensure all staff records or a staff qualifications list is located at the facility for review.
