- POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed the following in regards to the fire drills: - The fire drills were not recorded on the following months in 2024: August, September and October - Although the year and other months were specified, the specific days in which the fire drills were completed are not indicated on file. Ensure that the day is also specified on file for the yearly emergency drill.
Corrective action. Ensure that the record for the monthly fire drills and yearly emergency drill are complete.
13050 - CCLR s.56(1)(c) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that the fire extinguisher had a service date of Nov. 16, 2024 according to the tag.
Corrective action. Ensure that the fire extinguisher is serviced.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): Licensing observed that absent children are not recorded on the attendance sheet.
Corrective action. Ensure that absent children are indicated and written on the attendance sheet daily.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for one employee.
Corrective action. Ensure that the staff's file is complete.
12090 - CCLR s.19(1)(f) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Licensing observed that the facility manager did not have a validation record on file. Observation. An employee lacked a record of her work history.
Corrective action. All requirements of s.19 must be obtained by employees' 1st day of employment.

Observation. The 72-hour emergency kit had old water or juice bottles for storing water.
Corrective action. Water bottles must be new & not expired for the emergency kit.
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation. The fire extinguisher required servicing in Aug/2022.
Corrective action. Servicing is required for the fire extinguisher.
13010 - CCLR s.22(1)(a) - PROGRAM
A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (4) Despite subsection (1), a licensee who provides a care program described as Occasional Child Care need not provide a program of outdoor activities. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.
Observation. Children were not provided w/ daily outdoor active play yesterday or today.
Corrective action. Unless the weather is inclement (severe/harsh) & the ground surfacing is hazardous, children must be provided w/ ≥ 1 hour of daily outdoor active play. This may be accumulated through ≥ 15 minute portions of time throughout the day or continuously. These are requirements under the Director of Licensing Standard of Practice: Active Play ( https://www2.gov.bc.ca/assets/gov/health/about-bc-s-health-care-system/child-day-care/active_play_june_2016.pdf ).
18060 - CCLR s.44(3)(4)(5) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. An ordinarily present individual's CRC expired in Jul/2022.
Corrective action. This individual's CRC must be obtained.

Observation. During the inspection of the physical facility it was noted that the manager name was missing.
Corrective action. Please ensure the manager's name is displayed in a prominent location.

Observation. During the inspection a review of the emergency supplies was done. The following was observed: - expired food and not enough food. - not enough water
Corrective action. Please ensure you have enough food and water to prepare, mitigate, respond, and recover from an emergency.

Observation. During the review of the attendance files for the month of February it was revealed that some children were missing the time they were signed out of the facility.
Corrective action. Please ensure all children are signed out.

Observation. During the review of the children's files it was revealed that one child was missing a doctor's name and phone number.
Corrective action. Please ensure all children's files are completed.
