  • A licensee must do all of the following

    A licensee must do all of the following: (a) employ at a community care facility only persons of good character who meet the standards for employees specified in the regulations.

    Observation. One staff had not completed the necessary training to qualify them to work with children.

    Corrective action. During Licensing's visit, the manager sent the unqualified staff home and called a qualified staff to work in the program.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. a. Diaper cream is accessible to children b. Plastic bags in the bathroom are placed low enough for children to access c. The cabinet under the kitchen sink has a lock, however the lock was not being used. The cabinet has chemicals in it accessible to children d. Printer in play room 1 is placed on a shelf with wheels. The printer and shelf are not secure and taller than 4 ft.

    Corrective action. Staff said: a. They will move the diaper cream to the other side of the change table where children cannot reach it b. Plastic bags will be placed out of reach of children c. All cabinets accessible to children will be locked at all times d. The printer and shelf will be removed

    A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

    Observation. Certificates of the staff working and present at the centre were not displayed.

    Corrective action. Staff said she will post the certificates.

  • POLICIES AND PROCEDURES

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. Fire extinguisher has not been serviced annually.

    Corrective action. Staff stated they will get the fire extinguisher serviced.

  • POLICIES AND PROCEDURES

    A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.

    Observation. The exit is blocked.

    Corrective action. Staff stated they will remove all items infront of the exit to ensure it is clear and accessible at all times

    A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

    Observation. 4 staff files were reviewed of which 2 files were missing validation

    Corrective action. Staff said they will review all staff files and ensure they are complete and up to date.

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

    Observation. 4 staff files were reviewed of which 2 were missing the person's work history

    Corrective action. Staff said they will review all records and ensure they are complete and up to date.

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.

    Observation. One of the staff present did not have a certificate as evidence of the person's training and skills

    Corrective action. Staff said they will ask the other staff to bring in the certificate asap.

    Corrective action. staff said all staff files will be reviewed and collect all missing information
