2 critical and 3 non-critical findings recorded since 2026.
August 18, 2026Substantiated complaint2critical, 3 non-critical
- C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical
Observation. Unrelated to the complaint information received, it was determined that the facility was no longer using the approved two classrooms for the 30 month to school age programs. The classrooms were being used for storage and other unapproved activities. The licensee's failure to notify Licensing of the change in the use of the two classrooms prevents Licensing from determining whether the current space, capacity, layout, and operational practices continue to meet the requirements of the licence and the Child Care Licensing Regulation. This may result in children being cared for in an environment that has not been assessed or approved for the current use, potentially impacting their health and safety. Submit, by September 7, 2026, an amendment application reducing the licensed space to reflect the current operating program.
- C10.2 - Are children supervised, and are employee to children ratios maintained?Critical
Observation. The complaint information received alleges that there are children who haven't started school yet attending the school age program. Follow-up to the complaint included on-site review of daily attendance and children's records. Licensing confirmed the licensee submitted three exemption requests for those children, who were not attending the program during inspection. However, past attendance records did confirm a child without an approved exemption request, did attend the program. As a result of the investigation, the complaint is determined to be substantiated.
- C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical
Observation. The complaint information received alleged that an unqualified staff member was working within the program. Follow-up to the complaint included a review of staffing certificates and on-site observations. As a result of the investigation, the complaint is determined to be unsubstantiated. It was determined that one staffing file did not have evidence of character references checked. As per Section 19 of CCLR, a Licensee must not employ a person until all required documents have been obtained. Submit, by August 27, 2026, documentation outlining how you have addressed this requirement and ensured that character references are checked and documented for staff as required.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. The complaint information received alleges that children were exposed to poor air quality while playing outside for approximately one hour. Follow-up to the complaint included a review of the facility’s minor incident log for unexpected events and the facility’s policies. Documentation confirmed that children were outside for approximately 40 minutes during a period of poor air quality. As a result of the investigation, the complaint is determined to be substantiated. Submit, by August 28, 2026, a facility policy outlining when children will be kept indoors due to poor air quality while implementing the active play policy. The complaint information received alleges that children had access to cleaning chemicals. Follow-up to the complaint included on-site observations and did not find any chemicals or cleaning buckets accessible to children. As a result of the investigation, the complaint is determined to be unsubstantiated. It was observed that the licensee had taken all children on a field trip to the river for swimming. It was observed that not all children were wearing life jackets while in the water. There was also no lifeguard on duty. This practice creates a significant risk to children, as children may enter or remain in the water without appropriate personal flotation devices or adequate safeguards. This increases the risk of a child experiencing a water-related emergency, including drowning, particularly in an uncontrolled and unpredictable swimming environment. Submit, by August 21, 2026, how you will ensure children are kept safe while swimming.
- C9.1 - Are there plans and actions in place to ensure medications are stored and administered properly?Non-critical
Observation. The complaint information received alleges that the facility did not have a medication lock box. Follow-up to the complaint included on-site observations of the lockable medication storage during a field trip. As a result of the investigation, the complaint is determined to be unsubstantiated. It was determined that a child’s medication plan had changed. The facility had not updated the medication form to reflect the change and had missed recording the administration of the child’s medication the previous day. The failure to update the medication plan and document medication administration creates a risk that medication may not be administered as authorized and as required by the child’s current medication plan. Inaccurate or incomplete medication records may also prevent staff from confirming whether a medication has been administered, increasing the risk of a missed or duplicate dose and potential harm to the child. Submit, by August 24, 2026, evidence of an updated medication plan and documentation of when the medication is administered.
