A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that the food and water in the emergency supplies expired in April and June respectively.
Corrective action. Assistant manager said that manager ordered new emergency supplies but have not yet arrived at the facility.

A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.
Observation. Licensing reviewed files of children no longer attending the facility and noted that the withdrawn date was not available.
Corrective action. Ensure the date on which the child stops attending the community care facility is noted on the child's file.
19180 - CCLR s.57(2)(k) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. Licensing reviewed 5 staff file and two staff files were missing a record of person's work history.
Corrective action. Ensure all staff files are complete.

Observation. Licensing reviewed 5 staff files and e staff files were missing a validation of ECE or ECEA certificate.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. DLSOP Safe Play Space – There is insufficient shade provided to protect children from sunburn and sunstroke in Infant Toddler playground. Staff said that they had a canopy sail that provided shade but it was damaged and it was removed. At the time of the inspection no shade was available for the children in care in the infant toddler playground.
Corrective action. Ensure shade area is available to childrenand staff so that they are protected from sunburn and sunstroke.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. Licensing observed the following in classroom A: - outdoor toys from the playground have been stored by the window, near the emergency exit. - a car was stored behind the door to the emergency exit and it prevented the door from fully opening. - there was limited space to exit to the playground from room A Licensing observed that Classroom A was not in use at the time of the inspection.
Corrective action. Ensure emergency exits are free of clutter and easily accessible.

Observation. Licensing reviewed 12 children's files and two children's files were missing a doctor's name. This is a repeat contravention from 2022.
Corrective action. Ensure children's files are complete.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed: -A mat at the door of one classroom was curled providing a potential tripping hazard. -In one classroom there were plastic bags stored on the bathroom counter, accessible to children in care. -Two large bags with sand were stored in the Under 36 months play area. Manager said these will be removed by the licensee.
Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing reviewed 12 children's files, one file did not contain consent to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Corrective action. Please ensure to obtain parent consent to call a medical practitioner if the parent cannot be immediately reached.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. -Music player located on a chair next to a crib, with a cord accessible to a child napping. Please ensure the plug cable is inaccessible to children napping. -One electrical plug cover was missing in the middle classroom. Please ensure the electrical outlets are covered where children have access. -Tea kettle located on the counter where children pass by to access the playground was full of water and had recently been in use. Please ensure the hot water is drained and the kettle is removed from children's access when hot.
Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
11010 - CCLR s.13(1) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Records for staff and children were unavailable for review at the time of inspection. One staff person contacted the manager, and the files had been removed from the site, and would be returned to the site later in the day. Licensing noted that there were emergency contact numbers for families, however, no records were able to be reviewed during todays inspection.
Corrective action. Please ensure the records referred to in section 56 to 58 be kept in a single place at the community care facility.

A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation. Three fire extinguishers were past due for service.
Corrective action. Please ensure the fire extinguishers are services regularly as part of the emergency plan.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. -During inspection of the IT playground, garbage, and a bin full of water were accessible to children. It was observed that staff complete an outdoor parameter check prior to outside time, however the IT staff was working alone, which may pose a challenge to identify and address hazards while maintaining active supervision outside. -During inspection of 3-5 outdoor play area, a fence wire at the bottom of the chain link fence had previously been cut, with the sharp edge accessible to children. Manager stated they were aware of this and have plans for it to be fixed by Monday -In 3 rooms the refrigerator did not contain a thermometer, and there was no system to ensure the temperature is maintained at 4 degrees Celsius or lower where children's food and bottles are stored.
Corrective action. Please ensure that a healthy and safe environment is provided at all times.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. 4 staff files were reviewed, 1 staff file did not contain CRC results, application noted to have been sent to the Criminal Records Review Program on January 26, 2021 however results were not yet received. Discussed sharing results from previous employer while waiting for results to arrive.
Corrective action. Please ensure screening is complete including CRC results

Observation. Licensing observed the following: - A utility room accessible to children containing chemicals and cleaning supplies on a low shelf. The utility room has the ability to be locked, however, at the time of inspection the door to the utility room was unlocked and open (Corrected during inspection). -A bottle of bleach on the counter next to the children's handwashing sink (Infant/toddler bathroom). -Damaged fence in the infant toddler outdoor play space. Please submit a health and safety plan in regards to infant/toddler outdoor play space as discussed. -Garbage and debris in the infant/toddler outdoor play space.
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care of employees.

Observation. Licensing noted that three children (2 school age and one toddler) were in the I/T program with one educator. The Manager was not present at the time of Licensing arrival.
Corrective action. Ensure that children attending the care facility are divided into groups in accordance with schedule E of Child Care Licensing Regulation.

Observation. Photos were not available for the purpose of readily identifying children in the event of an emergency.

Observation. Upon an inspection of three staff files, it was noted that none of them had a valid CRC.
Corrective action. Ensure that valid, site specific CRCs are in place before start of employment. Please submit a plan to licensing which outlines how the facility will come into compliance.
